  • 12 Nov 2015 in National Assembly: Thank you, Hon. Speaker. With regard to Cherangany Constituency, I want to tell Hon. Korir that we thought the practice is to disburse bursaries in January. Now that the year has come to an end, the CDF Board will make sure that there are enough funds in Cherangany Constituency and all the other constituencies to disburse bursaries by the time schools open in January. view
  • 12 Nov 2015 in National Assembly: On the question of reallocation, I am aware that the CDF Board is very thin at the moment. We only have five members. They did not appoint a full Board because of the matter that was in court. There is a delay that Hon. Dawood has talked about because the CDF Board is very thin on the ground. I spoke with the CEO of the CDF Board today and he has promised me that there will be a board meeting tomorrow, 13th November, 2015 in which they will look at the question of reallocation. view
  • 12 Nov 2015 in National Assembly: The CDF Bill is on course. We have done the First Reading and anytime, we shall go to the Second Reading. We will be doing public hearing next week and receiving memoranda. We hope to be through with the process of receiving memoranda next week, so that we can proceed to the Second and Third Readings. I also want to inform Members that if they have time tomorrow, 13th November, 2015, the High Court will be making a ruling on the request for extension of time.   • 12 Nov 2015 in National Assembly: went to court and requested the court to extend time, so that it will not lapse on 19th February, 2016. They could add us more years. That will be a very critical matter tomorrow. If you have time, you can join us in court tomorrow to see whether we will get that extension of time. view
  • 28 Oct 2015 in National Assembly: Hon. Speaker, I had a question yesterday before the Departmental Committee on Education, Research and Technology. I have not heard the Vice-Chairman speak to it. The Cabinet Secretary (CS), as usual, did not bring a comprehensive response to my question and he is not telling us when he will do it. view

  • 27 Oct 2015 in National Assembly: Thank you, Hon. Speaker for indulging me. I rise to table the report on disbursement status for this financial year. As we mentioned last week, we expected the National Treasury to disburse some money to the CDF Board. They have, indeed, disbursed Kshs2 billion and the same has been disbursed to various constituencies which I just want to table for the information of Members. I thank you. view
  • 27 Oct 2015 in National Assembly: Thank you, Hon. Speaker. In this report, the Kshs2 billion which the CDF Board received has been disbursed to 66 constituencies. That is a total of Kshs1.5 billion. Those 66 constituencies are the ones which had arrears for the last financial year to the tune of Kshs1.5 billion. The amounts are quite huge. Some constituencies had not received as high as Kshs75 million. At least, the CDF Board has disbursed money to the 66 constituencies which had arrears. Speaker, I beg to move the following Procedural Motion:- THAT, notwithstanding the provisions of Standing Order 120, this House resolves to reduce the publication period of the National Government Constituencies Development Fund (CDF) Bill (National Assembly Bill No. 59) from 14 to 13 days. Hon. Speaker, this will enable us to do the First Reading today and submit it before the National Assembly Select Committee on CDF for processing, so that we can fast-track this process.
