Yes, hon. Temporary Deputy Speaker. I totally agree with your discretion. We really want to contribute to this matter, epseically now that the Constituencies Development Fund (CDF) has been increased to Kshs33 billion. Allow us to contribute for just two minutes, so that we can all talk.

Hon. Deputy Speaker, my colleague, hon. Millie Odhiambo is requesting for a boat grant. We are here to debate the Division of Revenue Bill which definitely that boat grant cannot be included in it. Is she in order to dwell on a subject which is irrelevant to the Division of Revenue Bill? More so, she is in possession of huge CDF funds from which she can buy as many boats as she wishes.

On a point of order, hon. Temporary Deputy Speaker. Is it in order for the hon. Member for Suna to mislead the House that the President has made this country a club for two communities, when we know very well that all communities are represented in the Government of Jubilee? All the communities you find on the CORD side are also found in the Jubilee Government. So, is it in order for the hon. Member to make such a serious allegation against our good Jubilee Government?

Hon. Temporary Deputy Speaker, we are here to debate the President’s Speech. Is it in order, therefore, for the hon. Member to attempt to debate his own expectations? I think he can wait for his time so that when he becomes President he comes here to tell us exactly what he wants this House to listen to. We are here to debate what the President said when he came to this House.

Hon. Speaker, I stand to support this Motion and more so to support the names of these two nominees. They are viable candidates. They deserve the positions. I say so because of the position I hold as Chairman of the National Assembly Select Committee on CDF and the nominee is the Chairperson to the CDF Board. I can confirm to the hon. Yes, hon. Deputy Speaker. It is a clarification from the Committee. The Committee Member has told us the amount to be paid, but I want him to go further and tell us how many years it will take for somebody to get connected. This is because in Eldama Ravine I paid through CDF for 40 primary schools. That was in June last year and to date only fewer than ten schools have been connected. How many more years are these primary schools going to wait for this power connection?
