Hon. Mbadi and myself should not even attempt to interpret the Constitution or the law because we are accountants. There are Judges in the Supreme Court who have been employed to do that job. They will tell us, once we are through, whether it is unconstitutional. So, what hon. Mbadi is doing is not late. He still has a lot of time at the Committee Stage to bring his amendments to correct the Bill for it to be in accordance with the Constitution, as he believes. If we beat him on that, he can go to the Supreme Court.

I beg to move:- THAT, the Schedule to the Bill be amended: (a) in Vote D103, by deleting the figure “44,869,029,251” appearing in the third column and substituting therefor the figure “46,169,029,251”; (b) in Vote D108, by deleting the figure “13,585,699,194” appearing in the third column and substituting therefor the figure “12,285,699,194” I want to move an amendment to reduce Vote D103 by Kshs1.3 billion. Hon. Speaker, Sir, the money is with the CDF Board. It is not with the National Treasury. The amount is Kshs6.3 billion. When are we going to disburse it? We will disburse it as soon as the process of handing over by previous committees is completed.
