  • 5 Mar 2019 in National Assembly: Hon. Chairman, I am being disrupted. We cannot put the Question when I am contributing. It would mean that my contribution is being disregarded. view
  • 5 Mar 2019 in National Assembly: The amendment is proper. We have an experience before where some county assemblies declared themselves independent from the rest of the country. So, to have the President declaring dates when county assemblies can sit is not abnormal because it is known that the President is a symbol of national unity in the country. That does not water down devolution at all. view
  • 28 Feb 2019 in National Assembly: Thank you, Hon. Speaker. My Question is directed to the Cabinet Secretary for Lands. (a) Is the Cabinet Secretary aware that Kiamuri “B” area in Central Imenti Constituency has been declared an adjudication area for the last ten (10) years? (b) When will the title deeds be issued to residents of Kiamuri “B” in Central Imenti Constituency? view
  • 20 Feb 2019 in National Assembly: Thank you, Hon. Deputy Speaker. I stand to support the Bill as it is. This Bill is very important taking into account that it is timely. It is high time we promoted sports in our constituencies. Sports have not been given the seriousness they deserve in many parts of Kenya. If you look at our region of Mt. Kenya, sports are not taken as something that can benefit the common mwananchi . Sports are mostly conducted in secondary schools at an early stage and that is just about them. Financing is embodied in this amendment Bill. If the money will ... view
  • 22 Nov 2018 in National Assembly: Hon. Temporary Deputy Chairman, I take this opportunity to support the amendment by the Leader of the Majority Party. The amendment reduces the number of the people who were initially indicated to constitute the council. The previous number was a crowd. When it is a crowd, it will be unable to make a reasonable decision. As it has been proposed by the Leader of the Majority Party, it reduces the burden from The electronic version of the Official Hansard Report is for information purposes only. • 22 Nov 2018 in National Assembly: Wanjiku. The moment we put a crowd there, as it has been before, it means that we are going to burden the taxpayer. To add to the proposed amendment by the Leader of the Majority Party, still the number he has proposed is unmanageable. It is not possible to have nine people over a matter which can be handled by three people. There is duplication. Clause 3(3) (b) (c) and (d) is a duplication because one Principal Secretary can stand for the other. As far as I am concerned, there is duplication. I support the amendment by the Leader of ... view
  • 30 Aug 2018 in National Assembly: Sub-clause 33(b) states that the Central Bank may prescribe, while sub-clause (2) says that the Central Bank “shall”. It means the first sub- clause gives the Central Bank an option to do it or not to do it. Sub-clause (2) contradicts it because it is a must. view
  • 30 Aug 2018 in National Assembly: Even if you go to any enforceable institution to enforce the same, these two sub-clauses contradict each other. If it is “shall” let it be so because it means must. When it comes to the regulations and conditions on deposits of customers, there is nowhere it is prescribed that it is going to come to this House. It is left blank. When it is left like that, there is no way you can later claim that you left it ambiguous to purport to intimate that it comes to this House. It should indicate in black and white that the regulations ... view
