  • 28 Jun 2018 in National Assembly: Hon. Temporary Deputy Speaker, I take this opportunity to support the amendment. The EACC is so important and independent. It should be included and be part of the investigation on this land matter. Most of the time, the EACC is not influenced because it is a body which involves a number of professionals. It is mandated by the Constitution to assist to unearth things which, if investigated by other bodies, can be left hanging and fail to lead to conviction even if one is charged with an offence, like the fraud involving the land matter that we are dealing with. view
  • 28 Jun 2018 in National Assembly: This land matter should be looked into very well. It is a thorn in the flesh of the NLC. The compensation was given arbitrarily without following the proper procedure. The said piece of land is about 13 acres. Originally, it was over 76 acres, but the way it came to be only 13 acres shows very clearly that the acquisition was not done properly. The two schools have been on that piece of land for more than 12 years. It is common knowledge as it is in common law, that, if you live on a piece of land for over ... view
  • 27 Jun 2018 in National Assembly: Hon. Temporary Deputy Chairman, on this matter, I have been in the field for a period. Mine is that by opening this section as proposed by the Chair, it will be subject to abuse. It will be like the doctors. This will be seen and I will be remembered for it. The moment doctors were allowed to have private clinics, that is when the Ministry of Health became chaotic. Doctors are mainly in their clinics and they have no time to sit in public hospitals. On this issue, the moment this is opened up, when a person wants a property ... view

  • 3 May 2018 in National Assembly: Hon. Temporary Deputy Speaker, I stand to support this Motion on the Equalisation Fund. Article 204 of the Constitution does not specify which counties are supposed to benefit from this Equalisation Fund. It talks of areas where there are no roads, no adequate water, no health facilities and those kinds of things which are called basic amenities. In this Equalisation Fund, there are some areas in Kenya which were not considered at all when the 14 counties were being mentioned. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be ... view
  • 3 May 2018 in National Assembly: If you come to my constituency in Kiarago Ward, you will see that the place has no water, road, school or hospitals. The place is really marginalised and even when it comes to climatic conditions, the place is quite dry. Most of the times, people rely on relief food to survive. If a place like that cannot be referred to as a marginalised place, I wonder which other places can be called marginalised. To be a pastoralist does not mean that you are marginalised. Come and see Kajiado. If one goes to Kajiado, it is said that they have a ... view
  • 3 May 2018 in National Assembly: As it was stated by the Chairman of the Budget and Appropriations Committee, an amendment is required. When you go to Machakos, you find that some places are very dry. I was there just the other day. It has been raining, but that place has never benefited even from this rain which has been in Meru. I support this Motion but we must consider looking at relevant places which are really marginalised and not necessarily out of the location where they are. If you go Garissa, which is among the 14 counties that have been listed as marginalised, you will ... view
  • 21 Mar 2018 in National Assembly: I stand on a point of order over the contribution by my fellow Member of Parliament as relates to the work of the police. There is a special training a police officer attends. view
  • 21 Mar 2018 in National Assembly: Hon. Temporary Deputy Speaker, it is Order…. It is a point of information. I want to inform my learned friend that he is triangulating on a wrong point. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 20 Feb 2018 in National Assembly: I stand to support the petitioners in this matter. In Meru, especially the areas surrounding Mt. Kenya, Buuri Constituency, Laikipia, Ontulili, Gathioro and other places, a number of pieces of land were gazetted by the Government to settle squatters but due to a problem in the Meru Land Registry, some “scrupulous” officials in the Ministry of Lands joined hands with a few tycoons and grabbed the land which was meant for squatters. This started happening in 1975. If the matter is followed keenly one would discover that land which was meant for squatters, was not given to them. The area ... view
