  • 5 Nov 2013 in National Assembly: Hon. Speaker, in the PIC report that has just been deliberated we have all been told that it good for us as a House to support the Committee. We should not to be seen to protect an individual or any other community in the name of justice. That is why we are asking this House to adopt this report so that as a House of order, we can put things in order. With those few remarks, I second the Motion. Thank you. view
  • 9 Oct 2013 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker. I also take this opportunity to really commend the Chair and the entire team for engaging various stakeholders in this Insurance Bill. Our prayer is that it will quickly move in to make sure that all regulations are streamlined because this game of insurance companies taking long to compensate people is not good. They take many years to honour a claim. I think it is about time, just like this House is a House of order we instituted order in this industry. So, I support it and wish that it can be ... view
  • 25 Jun 2013 in National Assembly: Thank you very much, hon. Speaker, Sir. I rise to second the Motion as amended and moved by my able Chair, hon. Alex Mwiru on the nomination of Mariamu El Maawy as the Principal Secretary for Lands, Housing and Urban Development. view
  • 25 Jun 2013 in National Assembly: Indeed, we sat as a Committee and, as my Chairman has read it out, Principal Secretary nominee Mariamu El Maawy has academic qualifications and management skills. She is very versed with accounting. She is versed with land and housing issues that affect this nation. All of us are aware that land is a very key resource that this country has and, therefore, if we do not put the right people to manage it, we might end up in problems. However, the way we saw her as an administrator, accountant and an architect, she will be able to implement and introduce ... view
  • 25 Jun 2013 in National Assembly: Hon. Speaker, Sir, we looked at one of the programmes that she is involved in. We actually looked at her qualifications. We also looked at a number of projects that she has been involved in. She has been involved in architecture in this country. There is a programme called The Kenya National Special Data Infrastructure that seeks to be put in place by the Ministry of Lands that will greatly improve the way that land in this country is managed and we, as the Committee, saw that she is competent. view
  • 28 May 2013 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker, Sir. I rise to support this Motion. One of the points in the report is the humility and the experience Lady Justice Kalpana Rawal exhibits. We all stand to be reminded that in this world, sometimes roles can be exchanged. In 2008, I had a petition before the High Court and it was adjudicated by Justice Kalpana Rawal; it has just come to our attention that it is our time to judge her. Let us be reminded, as Kenyans, that today you can be sitting on this side and tomorrow you will ... view
  • 28 May 2013 in National Assembly: Thank you hon. Deputy Speaker. I rise to support. Going by what the hon. Members have already said about Mr. Francis Kimemia, I think we will provide a service, as a House, to recommend him for this position. Having known Mr. Kimemia personally, he is an experienced individual and somebody who took over the very difficult duty when Amb. Muthaura had to step aside because of the issues that were faced him. Mr. Kimemia went out of his way to make sure view
  • 15 May 2013 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker, for the opportunity. I stand to support the Motion. This is a very important Motion; it is a very important step towards taking care of our elderly people. If you look at the current responsibilities that our elderly people around the country have been undertaking--- They are even becoming parents a second time by taking care of their children’s children, because of many challenges posed by the HIV/AIDS. I think it is a burden that we as a country, government and people need to take care of. It is in that spirit ... view
  • 9 May 2013 in National Assembly: Thank you, hon. Deputy Speaker. I rise to support this Motion. It is a very critical Motion. As one of the people who come from the ASAL areas, one of the challenges that we face as a country sometimes is that when there is drought, you find that the Government is slow to act. When a poor farmer from North Eastern or from Kajiado loses about 100 head of cattle, sometimes we are slow in responding as Government. When there are floods, we see a lot of effort of trying to save people. In the past regimes, we have heard ... view
  • 8 May 2013 in National Assembly: Thank you, hon. Deputy Speaker. I rise to support this Bill. As has been said earlier, efforts have been made to have money go to the grassroots – the level of wananchi, as is the case with the Constituencies Development Fund (CDF); we want to see our people served well. That is why I have risen to support this Bill. However, I think issues have been raised about the allocation. When you compare it with the national allocation of about 78 per cent, and then you have the 21 to 22 per cent going to the counties, it begs the ... view
