This Equalization Fund should be made to work in a manner that does not bring other bottlenecks or prompt someone to go to court to seek annulment of the regulations. We all agree on the policy which I think is wonderful. This regulation is just an instrument for making sure that policy is implemented. I urge Sen. I also rise to support the first part of the Motion where the Senate is expressing its concern over the increasing price of fuel and the attendant costs of living.
