Someone who is an appointee of the Senate cannot then have the guts to defy legitimate instructions and directions of the Senate. Sen.   • 15 Oct 2024 in Senate: because the activities of the governor and the ruling class in Isiolo are contrary to the common good of the people of Isiolo County. However, this conversation should not be localized to one governor or one county. We are seeing this problem across several other counties in the 47 county governments, and we need a solution. I think we have seen some precedents that have been presented to us. Secondly, we need to make a distinction between procedural fairness and procedural technicality. Procedural fairness demands that we give the governor of Kericho County an opportunity to defend himself because he has been accused of gross misconduct. All sorts of allegations have been made against him. This is, therefore, his opportunity to defend himself against those allegations. They have to sit for three, or four days waiting for the results to come out. Meanwhile, you are maintaining them, paying them allowances, giving them airtime, taking care of their food and accommodation. Election day expenses of a Senator in this House are on average Kshs10 million if one decides to deploy agents properly. It was bastardized, it was shot down in the courts of law for lack of public participation but there were some interesting proposals. I recall a proposal that came from the Governor of Kisumu, who is currently the Orange Democratic Movement (ODM) interim party leader.   • 9 Oct 2024 in Senate: Madam Temporary Speaker, while I support this amendment to the Election Offences Act, I believe that a complete overhaul is necessary along the lines that Sen. (Dr.) Khalwale had mentioned earlier. In 2016, when we were in this House in the 11th Parliament, there was a crisis prior to that election and there was a bipartisan approach committee. We called it the Windsor Committee, led by Sen. James Orengo and Sen. Kiraitu Murungi, that gave us the minimum reforms that were necessary then.
