Madam Temporary Speaker, I support and urge the Government that even today with the renewed efforts to contain this virus a lot more work needs to be done to revive the economy. That will keep Kenya healthy and give us hope that in future, this country will still be a going concern in spite of the debts that we have incurred.

I urge extra responsibility on our part. I know many of us are silently suffering, but it is important that we announce when we find ourselves infected so that it is not stigmatized. That is how we managed the fight against HIV/ AIDs scourge when we moved it from a matter of stigma.

Madam Temporary Speaker, I wish to inform the distinguished Senator, the Majority Whip in the Senate that there are some philosophies that cannot be rendered in any other language. Utu is a philosophy about oneness. There is no equivalent definition of that philosophy in the dictionary. If Sen. Farhiya knows of one synonym for Utu, she should help Parliament with alternative. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate.

Madam Deputy Speaker, I rise to support the Motion by the Standing Committee on Health. The question is: Why would someone go to MP Shah Hospital and not to a public hospital? Obviously, it is because our public health sector has collapsed. In many of our counties, our medical workers could be on strike for an entire month without noticing. Not too long ago, health workers in my county were on strike for an entire month and there was no outrage. In fact, when I sought to intervene in the matter, there were those who thought I was being a ...

As I support, I congratulate the Committee on Health that has gone out of its way under very hostile circumstances. Recently they talked to the County Government of Homa Bay to find out why health workers are not being paid in Homa Bay while in other counties they are being paid. I thank the Chairperson and encourage him to keep up the good work. I believe that the same passion that he applied in the other assignment also went into this Report on M.P Shah Hospital. To the family that is suffering and has become the subject of our conversation ...

Mr. Temporary Speaker, Sir, I rise pursuant to Standing Order No.51(1)(b) to make a Statement on activities of the Standing Committee on Devolution and Intergovernmental Relations for the period commencing 1st January, 2020 to 31st July, 2020. Mr. Temporary Speaker, Sir, you will notice that the period is in the past. This Statement has been in the Order Paper for quite a long time. However, because of the other important issues the House has been seized of, we are now forced to report for July in September. I want to appreciate the effort of the past Chairperson of this Committee ...

(b) The deployment and secondment of the persons as chief officers to the Nairobi Metropolitan Service was done in contravention of the law and the Constitution; and (c) A declaration that secondment of the 6,052 staff to the Nairobi Metropolitan Service from the Nairobi City County was done with consultation between the Public Service Commission and the Nairobi County Public Service Board. The reasons were noble, but in contravention of the County Government Act. Mr. Speaker Sir, the Court suspended the orders from taking effect for a period of 90 days in which period— (a) The Nairobi Metropolitan Service was ...

Assembly vis-a-vis the ceilings we have put in County Allocation of Revenue Act (CARA) There are issues that came out of that impasse; issues to do with when a county assembly shoots down a memorandum from the governor and the governor still insists on that memorandum. We shall bring a report to the House which can then form a basis to inform other counties. As I conclude, aside from the ongoing business that I have alluded to, the Committee intends to carry out the following key activities during the next quarter- (a) We shall be talking to the Intergovernmental Relations ...
