Mr. Speaker, Sir, I want to move away from the mood of the House to the tradition of the House. When the Mover is called upon to respond, it is like a valedictory speech. It is a final speech. All these Members had an opportunity to debate. You were very generous. One Member here was very clever to ensure that we have adjusted time until conclusion of the debate today. Am I in order to ask you to allow Sen. Dullo to do her valedictory speech so that after that, Members can have their vote?

Mr. Speaker, Sir, even though I do not have strong views on this Motion because it is procedural, we must remind ourselves that we passed a resolution that allows hybrid sittings of this Senate.

I have heard colleagues say that because people are doing rallies and people are going for reggae concerts, we should also do the same. It is not right that we do the wrongs that others are doing because they are doing it. More fundamentally, you and the leadership need to assure this House that if we are going to sit for three days in a week, that we are going to have an element of virtual sittings in those three days. We have been in this Parliament from the last one and this one. There was a time when there ...

Mr. Speaker, Sir, I rise to second the amendment that has been brought to the House by Sen. Kang’ata. I must start by saying that we find ourselves on the horns of a dilemma. We have to make decisions on the wrongs. We are not making a decision between a wrong and a right. We are making a decision between two wrongs. Before I accepted to second this Motion, I was convinced just like many other Members in this House that we needed further consultations to ensure that we do not end up with a divisive situation. However, the time ...

counties have concluded their budgeting and their Appropriation Bills have already been enacted. This amendment proposes that for the next two financial years, the effects of the formula that this House is going to adopt shall not be felt. My second principle is that we should not have gainers and losers. I feel disheartened when speakers step to this podium to talk about ‘us’ verses ‘them’. This is not a conversation about winners and losers. It should not be a conversation of ‘us’ versus ‘them’. This should be a conversation about Kenya. What do we expect to achieve in two ...

someone said before, ‘if you cannot have the one you love, love the one you have.’ We must adopt a formula that will apply properly without causing loses. We cannot convince the country to walk with us if we resort to a language that borders on insult and intimidation. As I support the amendment by my friend, Sen. Kang’ata, I want to also advise him that his weekend activities should not be about telling people to do things his way or the highway. It should not be about biting the bullet. It should not be about adopting the Motion or ...

Mr. Speaker, Sir, I also rise to congratulate Gov. Sang for always considering the Senate as an arbiter when issues get tough. The issues of landsides would be a problem in Nandi, Elgeyo-Marakwet and West Pokot, but issues of natural disasters and the process through which they can be declared a national emergency or disaster, are issues that we need to address. For example, in Homa Bay, the rising levels of the lake and perennial flooding are as serious and severe as landslides in Nandi and West Pokot. During this period of COVID-19 pandemic, we have seen the relationship between ...

Madam Deputy Speaker, 30 years later, the youth are saying it is not yet uhuru. That is why the young people have brought this Petition to this House to save them from the greedy who rig procurement and tenders in county and national Governments. Thirty years ago, we had the Saba Saba Day. It is interesting that 30 years ago, some of the Members of this House, like Sen. Sakaja, still had milk teeth.
