We are all in this together. However, those in a more painful position are those who have lost loved ones, or those who have had to see their loved ones struggling in hospital beds. Yesterday, I had an opportunity to take my father to hospital for some routine check-up. The situation in this country is dire. Public hospitals are not providing care to patients anymore. Private hospitals are not providing care. People are shying away from hospitals. Earlier on, Sen. Were was asking about the usual diseases that come with the rains, Malaria, TB, HIV/AIDS scourge and all those others. ...

As I said, a pandemic is a disease with a passport. It is not a localised thing. We might need to think of a national framework for reporting and coordination, whereas at the counties we have a framework for execution and implementation. If decision making is going to be at both levels, we are going to have some conflicts. Thirdly, the Pandemic Response Fund has been proposed. Personally, I have a problem with it for two reasons. The first one is that it will be construed to be a money Bill, which by definition is any legislation that imposes a ...

Thank you, Mr. Deputy Speaker, Sir. My other concern with this Bill is that it proposes that the fund shall be used to provide economic remedies to those affected. A pandemic is a disused passport. Resolving the economic impact of a pandemic requires the entire budget of a country and it cannot be done in one year, but over a couple of years. I propose that this fund should not be called the pandemic fund. Instead, it should be said that a fund shall be set up in accordance with the PFM Act, but let the objectives of the fund ...

Mr. Speaker, Sir, I did not want to interrupt the distinguished Senator for Bungoma County. However, I note that the Report brought to this House by the Committee on Finance and Budget has been signed by all the Members. For the first time, nine out of nine! So, for rules of debate, could the Members of the Committee on Finance and Budget allow other Members to contribute because they have all fully adopted the Report?

The question we should perhaps ask ourselves is, when this Bill was first published, we did not have coronavirus situation in the country. When you look at the numbers, we have been told by none other than the Parliamentary Budget Office that the Kenya Revenue Authority (KRA) is set to lose about Kshs1billion in tax collections per day. Ordinarily, KRA collects Kshs5 billion in a day. That means its revenues is about Kshs1.8 trillion. A loss of Kshs1 billion a day means that this country will not have the Kshs1.8 billion to share. Which means there is going to be ...

national Government would take over functions in our counties because of the incompetence of those who are running it. Finally, MES has got Kshs9.62 billion. Sen. Dullo has done an excellent job. How I wish that Report could be fast-tracked so that it can inform our decision. We cannot continue complaining about this money and continue to allocate it. We will not have the moral authority. How I wish the Kshs6.2 billion could be directed towards ensuring the country has ICU beds, testing facilities and the capacity to deal with a pandemic which we do not know when it will ...

Mr. Speaker, Sir, the Statement is requested from the Committee on Agriculture, Livestock and Fisheries on the actions taken by the National Environment and Management Authority (NEMA) on Kibos Sugar Company. Would it be in order to either have a joint committee looking into this matter? This is because some of the issues raised relate to agricultural policy, but others are environmental. Those of us who have read a little about the background of the closure of Kibos Sugar Company know that it is because of environmental concerns. I request that you direct the two committees to handle the matter ...

Thank you, Mr. Deputy Speaker, Sir. I do not intend to consume the 15 minutes because this is a Bill that has attracted a lot of attention from Members. Yesterday, at the last count, 17 Members of this House had contributed to the Bill, which tells you that this House is serious when it comes to strategies and issues of dealing with corruption. Yesterday evening, in my office, I received a master’s thesis done by one Mr. Erick Munyao Ngumbi. He has been awarded a Master in Law by the University of Nairobi. He has done a study on the ...
