We, therefore, need to be very careful and make reference to the Public Procurement and Disposal of Assets Act, so that a CEC does not form a company and grants it a licence; nor does he revoke the licence of another company without following the due process. view

• 13 Nov 2018 in Senate: Finally, Mr. Deputy Speaker, Sir, on the issue of county legislation, I think it will be very useful for this Bill to allow counties to come up with their own legislation. My colleagues have talked about the issues of relevance of advertisements to the lives of the people; these are issues of content and context. In Kenya, one will find advertisements on alcohol, cigarettes or farm products that might not be acceptable to that particular persuasion, in the precincts or neighbourhoods of a Church or Mosque. The CEC has been given some powers that are close to censorship. This is an area that we must tell the Kenya Film Classification Board (KFCB), led by the indefatigable Ezekiel Mutua, that he also needs to decide where he wants to sit. Olekina who has sponsored this Motion, which is the kind of stuff that we should be discussing in this Senate. I support this Motion. The question I pose is: Should counties engage the Kenya Red Cross Society (KRCS) when it comes to disaster management, provision of ambulances and related services? We have two examples. Mandera and Kisii counties signed up with the KRCS to provide disaster management, ambulances and related services. There are many counties in this Republic that go and buy contraptions and put a Red Cross sign on them and call them ambulances.
