I rise to support The Care and Protection of Older Members of Society, (Senate Bills No.17 of 2018) that has been sponsored by the Senator for Kericho, Sen. Aaron Cheruiyot. It is before this House and we have a responsibility to make sure that we adopt it. We had a conversation with the Governor for Uasin Gishu last week when we were in Eldoret and when we told him that his wage bill was unsustainable, he told us that he cannot retrench and if he retrenches, he has to pay pensions yet he does not have money to pay the pensions because the Senate has failed to conclude the matter of the County ... view

Mutula Kilonzo Jnr., who is a Member of the Senate Business Committee (SBC), should not mislead the House to say that this House has missed an opportunity, when a report has been tabled and has not been withdrawn from the House. Kang’ata will introduce the subject of hyper liberalism as opposed to the ultra-conservatism that is capturing the world but he has brought about issues of morality which even though I sympathise with him, but for a lawyer of the standing of Sen. • 26 Sep 2018 in Senate: Mr. Speaker, Sir, I wish to ride on that Statement because there is something fundamental that would benefit this House. I did not hear the Senator for Isiolo ask for a statement on the budgetary allocation for this project. It will be very useful for this House, even as we consider the impact of LAPSSET on Isiolo and its environs. If possible, the Chairperson of the Committee should also tell this House whether LAPSSET has been given an adequate budget to achieve its objectives. view

With her indulgence, I urge that she expands this, so that we have a national analysis of the implication of fall army worms because, even in Homa Bay County, we find these army worms and they are affecting our harvests and crops. We have said that if it is possible for that to happen, then it will be very efficient; but it should not compromise quality and content.
