Mr. Speaker, Sir, I rise pursuant to Standing Order No. 56 and move that the Motion before us be amended by adding the following two Senators to the Membership of the ad hoc Committee: (1) Sen. Omogeni (2) Sen. Shiyonga. Mr. Speaker, Sir, I can confirm that before coming up with this amendment, I have consulted with the Mover of the Motion and the leadership on the Senate Minority side of the House. Mr. Speaker, Sir, I am not averse to the proposal by Sen. Murkomen because there is absolutely no doubt in my mind that this is a very important Select Committee. Having chaired Committees and knowing the numbers and the level of work required, it was my view that we probably go to the number of nine. For those of us who have been around for a while, we have seen select Committees established but the reports rarely end up in this House. The Chairperson of this Committee and I served ...

Mr. Deputy Speaker, Sir, this House passed a law called the Natural Resources (Classes of Transactions Subject to Ratification) Act, which I remember was sponsored by the then Senate Majority Leader, who is today sitting in the Chair. Is the Committee in order to make a recommendation vide a response to a Petition that the excision should proceed, when that particular Act provides the procedures for such excision? Could the Chairperson confirm to this House that his recommendation is to be done in line with the Act or could he tell us that he has given the people of Kisii ...

Mr. Deputy Speaker, Sir, I wanted to raise that because Article 71 of the Constitution requires us to make that consideration. However, I am informed by my neighbour, Sen. (Prof.) Ongeri, that this particular forest is not gazetted. That particular requirement is for excision or change of boundaries of gazetted forests.

Madam Temporary Speaker, the Bill whose question you have just proposed was before this House during the Eleventh Parliament, and it was subject to a lot of debate and amendments. I note that it has come back in a similar format and with similar content and, as such, it stands the risk of rejection. Madam Temporary Speaker, my point of order arises from Standing Order No.134, which gives us the procedure for committal of Bills to Committees and public The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be ...
