Thank you, Mr. Deputy Speaker, Sir. When I heard that the National Assembly was discussing this matter yesterday, it reminded me that in this Republic, whenever there are big issues of corruption and political magnitude, someone always has to engineer a dispute between the National Assembly and the Senate, so that we get preoccupied with that and it takes the headlines away from corruption and other things that are bedeviling this Nation. I was told not to respond to every dog that barks at me. I would have advised the Senate Majority Leader not to bring this Statement today, because ...

Mr. Deputy Speaker, Sir, I urge the Mover of this Bill that if we rush to vote on this Bill for the Second Reading and it collapses, then the entire thing collapses. Sen. Murkomen, there could be some wisdom in considering what the Chair has proposed, that you pause transactions until consultations are done then after we are done with the consultations, we will come and vote so that the matter proceeds to the next stage. Am I in order to render that kind of advice?

Thank you, Madam Temporary Speaker. I beg to second the County Governments (Amendment) Bill, (Senate Bills No.13 of 2018) that has been moved by the good Senator for Kericho, Sen. Aaron Cheruiyot. Madam Temporary Speaker, I believe that people who work in our counties must be viewed as assets and resources. If you look at the managerial framework that has been called the resource-based view, people who deliver services and sacrifice everything to support our counties and build this nation must be looked at as assets that are valuable, rare, inimitable and non-substitutable. It is only with that approach that ...

Thank you, Madam Temporary Speaker. I thought that you were rationing my time. I will be done in two minutes, so that we can put the question. I know that, as the seconder, I may not get another opportunity to contribute to the Bill. I would urge my fellow Senators that when we consider this Bill, we should also look at Section 55, all the way to Section 80 of the County Governments Act that talks about the County Public Service Board and the County Public Service. I believe that we can take advantage of Sen. Cheruiyot’s Bill to redefine ...

Thank you, Mr. Speaker, Sir. I rise to lend my voice to this Bill that is before us today. I wish to put forth some arguments that will determine the position I am taking on this particular Bill. My position is that we cannot support and enact this Bill as it is. I start with the definition of the word “Irrigation” If you look at the Bill, the drafters attempt to define irrigation as means or any process, other than by natural precipitation, which supplies water to crops or any other cultivated plants or livestock or aquaculture and desired forest ...

Mr. Speaker, Sir, I beg to contribute to this particular statement. Firstly, my condolences to those who lost loved ones. We are told close to 15 lives were lost and that is what Sen. Mutula Kilonzo Jnr. is disputing. They are not lives they Kenyans; Otienos, Kamaus and Cheruiyots. So, my condolences to them. Secondly, we owe it to the people trading in Gikomba to confirm the person who owns the land. I challenge the Committee on Lands, Environment and Natural Resources and the Committee on Tourism Trade and Industrialization. If the two Committees cannot deal with this, then the ...

Mr. Speaker, Sir, allow me to congratulate Sen. Nyamunga for bringing up this matter. In her opening remarks, she talked about defilement of children in Kisumu County. However, this is not a problem that is unique to Kisumu County. This is because even in Homa Bay County, when we got statistics from the Ministry of Education, we found that my county was leading in cases of defilement of pupils by teachers. That is not something that I am proud of, as a representative or leader of the delegation of Homa Bay County. Mr, Speaker, Sir, this is a problem that ...

On a point of order, Mr. Speaker, Sir. I did not wish to interrupt the flow of thought of my friend and elder brother Sen. Faki, but I rise under Standing Order No.84. Mr. Speaker, Sir, is it in order for the distinguished Senator No.001 to read a speech to second this very important Bill?

On a point of order, Mr. Speaker, Sir. The Chairperson of the Standing Committee on Lands, Environment and Natural Resources has laid several Reports on the Table, which are in response to Petitions to this House. First of all, if you allow me, I wish to congratulate the Chairperson for bringing back a report to this House because many petitions have been unaddressed whenever they go to the Committees. It is within your discretion to allow debate on a petition within a limited duration. May I beg that since these petitions raised very weighty issues and the Reports shall be ...
