  • 5 Jan 2017 in Senate: Mr. Temporary Chairperson, the Elections Act 44(6) which was the gist of my earlier argument that we do not need 44A because already the Act gives Parliament in totality a role in the regulations required to be made under subsection 4. However, I support the amendment by Sen. Mutula Kilonzo Jnr., because the role of this Senate in regulations is limited to the requirements under sub-section 4 and I support that we grant Senate greater powers and particularly the committee that you chair on Delegated Legislation on regulations that relate to elections because they affect counties of which we are ... view
  • 5 Jan 2017 in Senate: Mr. Temporary Chairman, Sir, the people of Homa Bay elected me to come to this House and debate and talk. Talk and debate I shall, whether you give me a minute or half a minute. Mr. Temporary Chairman, Sir, I support this amendment. The good thing is that God has given us, you and I, with relative youth and good age. I pray that we shall live to see the day that Sen. Orengo and Sen. (Dr.) G.G. Kariuki have seen today where they The electronic version of the Senate Hansard Report is for information purposes only. A certified version ... view
  • 5 Jan 2017 in Senate: Mr. Temporary Chairperson, I support this amendment. It is extremely important. As we discuss the definition of biometric, there has been this perception that biometric only means fingers to that extent that our brothers from quarrying, fishing and tea picking areas believe that because fingers are deformed, then they will not be identified. It is important that the nation knows that the definition of biometric is extremely wide. It will be a very rare case where you find a Kenyan who lacks any of the many features that have been presented there. I urge that let us not be afraid ... view
  • 5 Jan 2017 in Senate: On a point of order, Mr. Temporary Chairperson, Sir. I appreciate the importance of tradition and customs, even though some of them might not be right. We know communities in this country that have got customs that advocate for genital mutilations of females. So, we cannot take everything as it is. Of the many amendments that Sen. Mutula Kilonzo Jnr. has proposed, I support many. There are some that I would beg to differ with. You must give me an option through which I can exercise that choice to support the ones I wish to support and object to the ... view
  • 28 Dec 2016 in Senate: Mr. Speaker, Sir, allow me to join my colleagues in thanking and congratulating you for presiding over this session that has lifted the lid off the pressure that this country has been under. For that, this is a belated Christmas gift to Kenyans. I hope that today you will allow me to refer to you as Father Christmas. I hope there would be no point of order on that. Mr. Speaker, Sir, as we proceed to the New Year, it is obvious that the work that this Committee will do will be a big relief to many Kenyans. The date ... view
  • 28 Dec 2016 in Senate: Mr. Speaker, Sir, that is noted. I withdraw. The message is this; let us have new commissioners for the IEBC so that it can become a new year gift to Kenyans. We are many months beyond the timelines that we have put in place. Let us have a situation where the political class is involved in the issue of voter register cleansing because looking at accuracy alone is not enough. We must look at validity. Finally, I do pray that the Senate Majority Leader will call us back to deal with the issue of the doctor’s strike. As we talk ... view
  • 16 Nov 2016 in Senate: On a point of order, Mr. Speaker, Sir. I came in late and my statement has passed and I apologise. I have been looking for the relevant Standing Order for coming late but I did not find it. Nonetheless, I understand that the statement that I requested for is ready and it has taken eight months. Mr. Speaker, Sir, I beg your indulgence that the statement be read in an abridged form. I have seen it and it is lengthy. Could the Chair just abridge it and then I will comment on it? view
  • 16 Nov 2016 in Senate: Mr. Speaker, Sir, you have previously extolled the remarkable virtues of the Chairperson of this Committee. Never before have you attributed the word “parrot” to him. So, I would not want him to be a parrot. However, I seek your indulgence. We requested for this Statement in March. It is only in the last three weeks that the Chairperson has attempted to respond to it. You may recall that the first response was that those were national secrets that could not be revealed but you intervened. The Chairperson went back, camped at the Ministry and got a statement. It would ... view
  • 16 Nov 2016 in Senate: Mr. Temporary Chairperson, Sir, I also support the amendment by Sen. Madzayo to establish the County Cereals and Produce Boards (CCPB). The functions of the board are being amended by Sen. Madzayo, and when we establish a County Cereals and Produce Board, it cannot undertake research. Research should be undertaken at the national level by the NCPB which is a national state corporation. view
  • 10 Nov 2016 in Senate: Mr. Speaker, Sir, my senior, Sen. (Dr.) Khalwale, has been very specific on the documents that will guide this House in executing this matter. I just want to request for provision of one more document; hat is the contract signed with the implementers of the project. Mr. Speaker, Sir, the Chairman has talked of the commencement date of the project but there could be a difference between the commencement date and the date which the contract was signed. It must come out clearly that on the date on which the contract was signed. Public participation should have happened, environmental impact ... view
