Mr. Deputy Speaker, Sir, I would also like to ride on the request for a Statement. There are counties that have set aside budgets to pay former councillors coming from those respective counties. An example is Siaya and Migori counties that have set aside substantial budgets because they appreciate the suffering of these former councillors who laid the foundation for the local authorities that eventually made up the counties that we have today. I would like, in that statement, to find out whether making budgets for the former councillors is in line with the Public Finance Management Principles and requirements.

Mr. Deputy Speaker, Sir, I wish to join my colleagues in eulogizing and conveying my condolences following the death of the late Boy Juma Boy. I also thank you for representing us ably in Vanga despite the very short notice. It is not that death ever gives any notice. Death has had a very bountiful harvest in this House. Mr. Chairman, Sir, I support this amendment that Clause 19 be deleted; that introduces Section 44 (a). The debate the whole day has been on semantics and on the definition of the word complimentary and notwithstanding. I am an ICT practitioner and I want to bring a technical angle to this. Section 44 (a) that is introduced in this Bill is unnecessary because what we are trying to achieve through Section 44 (a) can still be achieved with Section 44 (5) (i). Mr. Chairperson, Sir, I support this amendment. I am looking at the Act that is supposed to be amended and particularly, Section 56. The Act tells me that Section 56 is repealed by Act No.37 of 2016. If we aspire to be the Upper House through which quality checks and controls on legislations shall be undertaken and to inspire the nation to believe in this Senate, then we cannot pass a Bill with such obvious errors. Thank you, Mr. Chairman, Sir. I wish to support this amendment. I have had the privilege of serving in this House as a Vice-Chairperson of a Select Committee that was meant to look at the laws relating to prisons and borstal institutions. This was a Committee which was ably chaired by Sen. Dullo. When we went round the prisons and detention facilities, there was clear concern that the laws in place did not take into account the right of prisoners to vote.
