Mr. Speaker, Sir, thank you for protecting me. I know Sen. Murkomen’s birthday is a difference of one month from mine. I will get him a copy of that Chinua Achebe book. Mr. Speaker, Sir, I humbly submit that the Liaison Committee also considers the issue of leadership of committees. I thank you.

On a point of order, Mr. Speaker, Sir. This is on two things. One is on Chairpersons who do not appear before the Senate to respond to statement requests. It is in the public domain that in the United Kingdom (UK) in the House of Lords, a Member offered to resign because he was not at his position at the time when he was expected to respond to a question. What kind of precedent are we creating in this House where since we resumed sittings, you have been calling out Chairpersons of Committees, but they do not respond and Members ...

Mr. Deputy Speaker, Sir, I think that we came out feeling like victors. We did not lose because of the pitch. If anyone would come here and say that we lost because the pitch was horrible, that would be a liar. He would be like a farmer who blames his equipment. This is because there is a beautiful stadium built in Kakamega; Bukhungu Stadium. It was built using public funds that we keep sending to the counties on a regular basis. There are pockets of success but there are also pockets of despair. If I was to host a devolution ...

Thank you, Mr. Speaker, Sir. Allow me to also welcome you and other Members back from the recess. It has been reported that we have been on a five week holiday; it has not been a holiday. You mentioned some of the events that we have been involved in, not to forget that committees have also been working actively. This Petition from West Pokot County comes from a county where the Governor was a Member of this House. He was a steadfast defender of devolution and very articulate when it came to shortcomings of county governments and how they could ...

Mr. Speaker, Sir, you have previously ruled on statements. There are many statements on the Order Paper, almost 30. You have previously said that when the Member requesting for a statement is not present and the statement is ready, then the matter is either dropped or read in the House. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate.

Thank you, Mr. Speaker, Sir. On behalf of the people of Homa Bay County and on my personal behalf, I wish to convey deep condolences to the family of Hon. Kenneth Matiba. In Homa Bay, 60 per cent of the people are below the age of 25 and, so, I speak on behalf of people who probably did not experience the kind of difficulties that the late Hon. Kenneth Matiba, Hon. Rubia, Hon. Jaramogi and other historical figures went through. I speak for a generation that did not experience difficulties but has benefitted from the sacrifices of great men and ...

Thank you, Mr. Deputy Speaker, Sir. I wish to go on record on this very important Motion. The question has always been whether to build bridges or walls. For a long time we, as political leaders, have been busy building walls. As I go on record, I wish to trace some of the adventures that I have also been involved in as a politician and some of the wall building activities that I have undertaken. Shortly after my election, I was one of those who, in a joint sitting of Parliament, came in with whistles and all manner of theatrics ...

Mr. Deputy Speaker, Sir, we have engaged in street protests and we have ‘eaten’ teargas – just to use that word – we have seen death and we have buried people. We have also faced off with the police. Many things have happened and I hope that in the spirit of reconciliation, at some point we may get an apology for all the hardships that our people have gone through. Mr. Deputy Speaker, Sir, the County I represent, Homa Bay County – which is home to more than one million great men and women – decided that the elections that ...
