If I look round, it seems that if this Bill was in force at that time, our parents would have been fined Kshs500,000, jailed for two years or done community work which would have meant even flogging in public. With a devolved system of governance, it now becomes much easier for us to see the priorities at the local level and use the county governments to come up with solutions to those local problems.
