For the people of Homa Bay County, I have got good news because this Bill proposes an increment in the amount of money that they are going to get as compared to the previous years. The equal share for Homa Bay County has increased to Kshs6 billion, up from Kshs5.6 billion in the previous year. When you sum up the equal share and the conditional allocations, Homa Bay County stands to get Kshs6.4 billion, up from Kshs5.9 billion that it received in the previous year. Mr. Temporary Speaker, Sir, when our health facilities are not in good shape, it is our women who suffer most. I hope this additional Kshs500 million will go towards combating the HIV/AIDS situation in the county. My county has the highest HIV/AIDS prevalence rate in the country and probably the highest prevalence rate globally. I hope this additional Kshs500 million will go into some of the sectors that will have a direct impact on the lives of the people.

Mr. Temporary Speaker, Sir, we have had a debate on how to treat the second generation formula which this House has already approved but is still lying in the National Assembly. When I look at the new formula which forms the basis of allocation of revenue, I do not see a significant difference because the weight that was assigned to population remained at 45 per cent. Mr. Temporary Speaker, Sir, I must point out that Parliament has occasioned unnecessary delays in the process of passing the two Bills; the Division of Revenue Bill and the County Allocation of Revenue Bill. The Public Finance Management Act has got very clear timelines within which some of these decisions need to be made. As we speak, the counties should be attempting to develop their budgets.
