Whereas, in theory the process of seeking Government jobs or tenders has improved, in reality youth, women and persons with disabilities still face challenges. We have been informed that the Biometric Voter Registration (BVR) kits that were procured during the last General election are obsolete because the batteries had a three year life- cycle. This means that these BVR kits will not be used in the next elections. (Dr.) Khalwale, who is a Senator and a Member of this House, because if you start consuming chang’aa and busaa in retirement, you will definitely die. We might need to rationalize and standardize that definition of old persons. There is an Act in this country called the Social Assistance Act of 2013. This Act set up an authority called the National Social Assistance Authority. In the English language, there is a word called “absconding” which refers to a situation where a leader or someone gives up a job that they have been given to do. We expected it to come yesterday, but we debated a Motion of Adjournment on the same matter. If you divide the Kshs1.3 billion with the 260,000 teachers, it comes to about Kshs4,000, per teacher. This is really a pittance. We are already paying village elders, old people all over the country such an amount and yet we find it difficult to pay our teachers this amount. I have young people from my county who received letters of admission to the KMTC through the KUCCPS and others who received letters through KMTC. The parents of these children were very excited. Everyone wants their children to undertake a course as noble as medical studies. The process of raising fees to take these children to school and mobilizing resources is lengthy and laborious.
