  • 24 Mar 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir. I rise to support this Bill which seeks to give effect to Article 232 of the Constitution. Even though I support this Bill, I wish that this Bill would have given that particular Article wings to fly rather than just giving it feet to crawl. When you look at what is stated in Article 232, we have talked about our value system as a nation. This Bill really expands it and makes it a much longer document. But insecurity anywhere in this country affects all parts of this nation. I am amazed that a whole Governor can be attacked by a rocket propelled grenade. Where I come from, the fastest thing that travels is a stone that has been hurled using a sling. The story in Mandera is like a horror story; rocket propelled grenades hurled at Governors? (Prof.) Anyang’-Nyong’o for coming up with this Bill. In the public domain, there seems to be some apprehension that the Senate is seeking to abolish harambees. I also want to look at the youth in this respect. I concur that the youth who are involved in content creation should get more opportunities to make money. I would like to start by congratulating the Committee that worked on this Bill; my elder brother Sen.   • 22 Sep 2014 in Senate: On a point of order, Mr. Temporary Speaker, Sir. When this particular matter that I alluded to in my contribution came to the committee, we assessed whether it was within the mandate of that particular committee. When we realised that the issues were extraneous – not relating to the committee – we, as a committee, resolved to advise the House that the petition should be committed to the relevant committee. We did not throw it out of the Senate but wanted it directed to the right room within the correct House; that is the Senate. view
