Mr. Deputy Speaker, Sir, I support this Amendment Bill. I have been reminded by Sen. Kanainza that today is their day. However, it does not appear in our Constitution and, therefore, I am not sure if it is a matter that should be admitted in this House. If the women have adopted a day for themselves, I---

Thank you Mr. Deputy Speaker, Sir. If it is an international day, it applies to Kenya. We need to be reminded constantly of some of these international dates and the obligations upon us. It is a good day that this amendment Bill is before this House by Sen. Kittony who has been a stalwart in the women’s movement. I see no better way of celebrating the contributions that she has made to this nation. After many years, she still has the energy and stamina to think through legislation. I remember during my early days, I supported a The electronic version ...

Mr. Temporary Speaker, Sir, I wish to support the amendment. If you look at the detailed report, in (iii) on Page 24, the Committee itself contents that the Budget Policy Statement (BPS) uses a very conservative revenue growth rate. It says actual revenue realisation differs from the growth rate used in the BPS. The Committee, in its report says that the average actual revenue performance for the last four years is about 13 to 14 per cent. Therefore, the rate of revenue should be used at the minimum to compute the equitable share for 2016/2017 at 13 per cent. That ...

Mr. Temporary Speaker, Sir, I also wish to thank the residents of Bukhayo Central Ward for approaching the Senate. I concur with my colleague, Sen. Musila, that this is evidence of failure in primary oversight. We set up county assemblies to interrogate and be the voice of the people on some of these basic matters. We need to make it our business as a Senate to upgrade the capacity of our county assemblies so that they are in a better position to deal with some of these issues so that the Senate is not flooded with many issues. Yesterday, in ...

Thank you, Mr. Temporary Speaker, Sir, for the opportunity. I rise to second this amendment Bill. There is a saying that a child who has washed his hands clean is fit to dine with elders, but that does not make him an elder. So, I do appreciate that Sen. Obure is like a father to me considering the great service he has rendered to this nation. I am only a child who has washed his hands clean. Few Acts of Parliament have attracted the kind of attention that the Kenya National Examination Council (KNEC) Act has attracted. If you recall, ...

Mr. Temporary Speaker, Sir, allow me to congratulate you on the assumption of that Chair. You indicated that this is your third day on that Chair, but this is the first time that I am catching your eye. I am, therefore, proud to be speaking under your direction. I support this Bill, and I would like to make some very brief comments because the Senate Minority Leader and the other Senators who have spoken before me have done justice to this Bill. They have even brought perspectives that I had not seen previously. It is clear that outdoor advertising as ...

Thank you Mr. Speaker, Sir. I join my colleagues to wish everyone a happy new year. I have also noticed that there is a delegation from Kericho County. Chair, you know Kericho County does not have a Senator in the House. Since the county borders Homa Bay County, I undertake to represent their interests until they elect a young or old man to this House. I welcome the delegation from Kericho County. Mr. Speaker, Sir, I support this Motion. I bring to the attention of the House and particularly my colleagues who have spoken before about the membership of these committees. Standing Order No.176(4) requires that the whips shall be nominated to the Committee. So, it is not just those in Standing Order No.176(1) that form part of this Committee. However, I do not see anywhere in the Standing Orders that says that the Whips and their deputies shall be members of this Committee. By practice, it appears that as if we have included the Whips and their deputies. That is one ...

Thank you, Mr. Speaker, Sir. Thank you Leader of Minority. At least that has vindicated the RBC. Another role of this Committee is to monitor and oversee the implementation of Senate business and programmes. In my one year in this Senate, I still feel that there is a lot that needs to be done to see to it that Senate Business and programs are followed up and properly implemented.
