I will hit the point on the Bill before us, but the teachers of this nation deserve to be paid what the court has awarded them. This Bill by the Sen. (Eng.) Muriuki tries to do some noble things. It wants to bring industrialization to the county level and to the wards. I saw mention of Constituency Industrialization Committees and I agree with my colleague Sen. This visit has sparked a huge political storm back in the United States of America (USA). The Americans, who did not like President Obama, are now confirming that they elected a Kenyan. There has been a law that requires the CUE to establish universities at the counties but what has been lacking is the link between the CUE and the county governments. What this amendment seeks to do is to bring in that link, so that as we set up universities in the counties, the governors and those involved in our counties are also involved in some way. It is to repeal the National Assembly Powers and Privileges Act which is outdated because of the bicameral nature of Parliament. Parliamentary privilege is a feature of democracy.
