which was the much touted project to turn around Kenya Airways has been dismissed. Nine Dreamliners that were ordered, only three have been delivered and now they are going to leaseback arrangements for the remaining Dreamliners. They have hired a consultant to help them in debt restructuring immediately after Naikuni left. It might be important for this House to find out what is it about the former CEO that makes the key strategic decisions that he made to be reversed immediately after his exit. Kenya Airways is borrowing to pay staff salaries. We have been told that they have not ...

Thank you, Madam Temporary Speaker. I wish to comment on and support this Motion on Adjournment. By the time we come back to this House, it will be almost 30 days following the warning that was given by the President for those people implicated, those who have been accused or those who are rumoured to be corrupt to step aside for investigations. I hope that in those 30 days when we come back, there will be some action that will have been undertaken. Unfortunately, you need to have some level of craziness to expect that there will be action. When ...

Madam Temporary Speaker, probably donation is the wrong word to use. Maybe “robbery” could be a better term to use. The word “donation” is more like a voluntary move. In this case the Minister was not taken out of his own volition. The electronic version of the Senate Hansard Report is for information purposes only. Thank you, Mr. Temporary Speaker, Sir. I would like to express my gratitude to the Head of State for making this Speech to Parliament. Evidently, the President has very good speech writers. His speeches tend to be laced with drama and suspense. Probably, the standing ovation was as a result of the drama rather than the content. However, I still wish to congratulate him. In the Speech, the President starts by saying that the state of the nation is strong, our economy is growing, we are more secure and our place in the community of nations is respected. As we ...

Thank you, Mr. Temporary Speaker, Sir. I rise to support this Bill which seeks to give effect to Article 232 of the Constitution. Even though I support this Bill, I wish that this Bill would have given that particular Article wings to fly rather than just giving it feet to crawl. When you look at what is stated in Article 232, we have talked about our value system as a nation. This Bill really expands it and makes it a much longer document. But there are certain areas where we needed to have defined things, like consequences to those people ...

Thank you, Mr. Temporary Speaker, Sir. I come from Homa Bay County which is quite a distance from Mandera County. But insecurity anywhere in this country affects all parts of this nation. I am amazed that a whole Governor can be attacked by a rocket propelled grenade. Where I come from, the fastest thing that travels is a stone that has been hurled using a sling. The story in Mandera is like a horror story; rocket propelled grenades hurled at Governors? We have heard of 36 quarry workers who were killed in one instance in the past; 28 people killed ...

Thank you, Mr. Temporary Speaker, Sir. I would like to thank Members of the Ad Hoc Committee on Legislation on Harambees led by the able Sen. (Prof.) Anyang’-Nyong’o for coming up with this Bill. In the public domain, there seems to be some apprehension that the Senate is seeking to abolish harambees. After reading this Bill properly, I am convinced that is not the intention of the Bill to do so. If you look at the manner in which this Bill has been reported in the media and the information that has flown to people who do not have the ...

Mr. Speaker, Sir, I wish to, first of all, congratulate Joseph Kipchirchir Boinett for coming this far. Whether we vote him today or not, he will indeed be successful because he will have got so close to it. I want to address the issue of suitability, capability and integrity of the nominee for Inspector-General. Whereas I do not have any evidence to talk about his integrity or lack of it, even though the questions on his academic qualifications might cast a shadow on issues of integrity, allow me to address issues of suitability and capability. We have set the bar ...

Thank you, Mr. Temporary Speaker, Sir. I beg to support the Motion that is before the House. This being my maiden speech, I had anticipated to speak on a different matter, but when I looked at the weight, content and juiciness of the Budget Policy Statement, I was compelled to make my first comments on this particular subject. Thank you, Mr. Temporary Speaker. I just want to speak to this particular issue of the digital migration - The issue of benefit to the common man. I also want to look at the youth in this respect. I concur that the youth who are involved in content creation should get more opportunities to make money. However, if we rush this, there is nothing that stops us from setting up local industries to assemble digital set-top boxes. A digital set-top box is not rocket science. It is not more complicated than a speed governor. We need to think of innovative ...

Mr. Temporary Speaker, Sir, thank you very much for giving me this opportunity. I would like to start by congratulating the Committee that worked on this Bill; my elder brother Sen. Mutula Kilonzo jnr., the seconder of the Bill, Sen Sang, and the entire Committee that ensured that this Bill comes to the Floor of the House. This is a straight forward Bill that should have been enacted much earlier. If you do a search on similar Bills, you will realize that the county assemblies of Nakuru, Laikipia, and Nairobi have already come up with similar Bills. This means that ...

On a point of order, Mr. Temporary Speaker, Sir. When this particular matter that I alluded to in my contribution came to the committee, we assessed whether it was within the mandate of that particular committee. When we realised that the issues were extraneous – not relating to the committee – we, as a committee, resolved to advise the House that the petition should be committed to the relevant committee. We did not throw it out of the Senate but wanted it directed to the right room within the correct House; that is the Senate.
