Thank you, Madam Temporary Speaker. I was going clause by clause to demonstrate that this is an illegality. We are trying to rewrite the Fourth Schedule of the Constitution through this mischievous amendment. Clause 7 confers additional functions to the WASREB, another entity controlled by the national Government. Madam Temporary Speaker, I tell my people it is not okay to be bathing in the lake or rivers. It is not okay to be washing utensils and washing clothes in lakes and rivers. In fact, even cattle should not be drinking from lakes and rivers because they end up getting all sorts of infections, and in many cases, we have conflicts with crocodiles and hippopotamuses and all sorts of animals. I want to dissuade the sponsor of this Bill, and I want to encourage my colleagues in this House that this Bill kills devolution and takes power from counties to the national Government. If our job under Article 96 is to defend and protect the interests of counties and their governments, then this is a Bill that we must unanimously shoot down. Madam Temporary Speaker, I reject, and I shall oppose this amendment Bill.

Mr. Speaker, Sir, I would like to join you in welcoming the pathfinders who have come to the Senate. I am an Adventist just like Sen. Cherarkey. For me to get to where I am, I attribute it to the church and the teachings of the church and particularly my membership of the pathfinder’s club. I was testing these Senators whether they were in pathfinders or just scouts. I believe pathfinders are scouts with a religious orientation because they are taught everything that scouts are taught, but above all, they are taught how to believe in God, respect their parents and be responsible citizens. I wish you well. The future is bright. I hope some of you will also become political leaders like Sen. M. Kajwang’ who was once a pathfinder and is now a Senator.
