  • 25 Apr 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I wish also to add my voice to this Petition from Hon. Bowen. Interestingly, when you look at the history of unions, they have done a lot to this country and other countries. Unions even bargain for the working environment of workers. They bargain for salaries. Whenever there is an issue of sacking of a worker, the union is always there to stand in and defend the worker. At times when you do not have a voice to speak on your behalf, just like what Hon. Pukose has said, you realise that the employer is ... view
  • 18 Apr 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the Motion that has been brought by Mheshimiwa Rose. One thing we ought to realise is that, in most cases, we spend a lot of money on symptoms instead of dealing with the real problem. I suggest these counselling services go up to the lowest unit of Government – up to the Office of the Chief. You can see a very green tree standing, with fruits, but it has bacterial infection. Most of our people are operating that way. They are in self-denial because of the things they are going ... view
  • 17 Apr 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also rise to support this amendment. Just before I do that, allow me to take a minute to also send condolences, on my own behalf and on behalf of the people of Bumula, to the family of our hero, Kenneth Stanley Njindo Matiba, who passed on. His death reminds us that, indeed, democracy is painful. He is a man who put his life forward to ensure that we enjoy the democratic space that some of us enjoy today. Having won my seat as an independent Member of Parliament, I am sure it was ... view
  • 17 Apr 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for that. Counties are doing well. So far, in less than five years, they have done some work that you can see. In everything we do, the kind of relationship that we have matters. The electronic version of the Official Hansard Report is for information purposes only. • 17 Apr 2018 in National Assembly: I have looked at the Bill and it has raised a good issue which is that from time to time, the CS will set up regulations that will guide this kind of engagement. If we have this kind of engagement in place with the national Government or the unit set apart to regularise this kind of partnership, we will definitely feel the development at the grassroots. I suggest that with the constraint of resources that we have in the public sector, we need to come up with a formula that the private sector be given an opportunity to step in ... view
  • 21 Mar 2018 in National Assembly: Hon. Temporary Deputy Speaker, I stand to second the amendment to this Motion. The reason being, as we look at the police officers, we need to ask ourselves a few questions. Is it true that the amendment is capturing all the problems that the police officers face? When we talk about housing, is it only a problem in the North Eastern part of the country or it cuts across? It cuts across. When we talk about salaries, is it only a problem in the North Eastern region or it cuts across? The little allowances that Hon. Mohamed Ali mentioned that ... view
  • 21 Mar 2018 in National Assembly: All of us in this House and even those out there come to our places of work because we are sure of our security. If our security was not paramount, I am sure none of us will report at our work stations. I come from a place where occasionally we make many emergency calls to the police to respond to incidents of thuggery or theft. Some police officers cannot make it to the scene of crime because they have no transport which cuts across the policeofficers. We need to agree that lack of means of transport affects all the police ... view

  • 14 Mar 2018 in National Assembly: Thank you, Hon. Speaker for giving me this opportunity to raise my voice on this Motion. There is time for everything. When the handshake took place on 9th March, I was out of this country. I opened the Bible to thank God for what had happened and interestingly, I opened the beatitudes of Christ, which said: “Blessed are the peacemakers”. Interestingly, since the time we had elections in August, I have had two occasions where I almost lost my life because of bad politics. When Hon. Raila Odinga met the President, I received calls from within and abroad congratulating the ... view
  • 14 Mar 2018 in National Assembly: One thing we ought to understand as Members of this House is that there comes a time where leaders are set apart. You can only be set apart by your principles and the results you want to achieve. I listened to the Mover of this Motion and I was so impressed with what he said. Hon. Mbadi, the Leader of the Minority Party, said they are not going to lose focus on what they mean or what they intend to achieve as the Minority in this House. They will also not lose focus on reforms in this country. They are ... view
