  • 18 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I want to thank Hon. Didmus from Kimilili for appreciating the work that has been done by this Committee. Basically, it is about leadership. We have a very able chairman who has done a very good job. Today, just as a point of information, I wish to bring to your attention that in the Report before you there are actually 51 reports. It is not one report. It is 51 because we have done 17 constituencies and we have been looking at the audited reports of 2013/2014, 2014/2015 and 2015/2016. Having said that, I ... view
  • 18 Oct 2018 in National Assembly: the responsibility of this House to ensure that the National Treasury and the Ministry of Planning and National Development complete those projects. The common mwananch i does not understand why those projects have stalled. All those questions are coming to us because the projects were started by the predecessor of the NG-CDF. So, something has to be done. During our engagement, we observed that sometimes it is deliberate. Maybe, because somebody is acting, he does not have powers to summon some fund managers. The auditors go to the ground after notifying them but the audited reports are not submitted to ... view
  • 17 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. At the outset, I want to congratulate my brother, Hon. Washiali, for bringing this great Motion before the House. Life is sacred. As we speak here, we need to have some time to see what happens behind bars; in our prisons. That is before we can even comment. I have heard some comments that we can as well have our young people being punished from the prisons. One thing you ought to know is that a punishment to a young offender achieves very little. On the young people that we are talking about, according ... view
  • 17 Oct 2018 in National Assembly: into the mind of this young child? He knows that he is now a criminal and, therefore, he or she has to look for mechanisms of defending him or herself. So, as we discuss this Motion, I request my brother to, first of all, make a follow up. We talk of counsellors. We have some pastors in schools who give counselling services and yet, they are not trained. We need professional counsellors so as to reduce the number of youths in the streets of our towns. Thank you, Hon. Temporary Deputy Speaker for giving me time to contribute to this ... view
  • 9 Oct 2018 in National Assembly: Thank you, Hon. Speaker. I wish to support this Report from Pan-African Parliament. This is a very important organ. I looked at the Report and what you need to highlight to Members here and the entire nation is to identify why at some point the Pan-African movement collapsed. That is where we need to trace the challenges that affect us today. Before we even look at major solutions that you probably highlighted in your Report, like issues of infrastructure and movement of people and goods across the borders, we need to seriously look at what affects member States of the ... view
  • 9 Oct 2018 in National Assembly: I have seen proposals, including that one of the ways we can move forward as a powerful economic bloc is to ensure that we come up with one currency in Africa so that we can move freely and trade with other partners within the member states. view
  • 9 Oct 2018 in National Assembly: The other important proposal is that of having one language. We ought to look at one common language. We have Kiswahili in East Africa. It is a language that can be easily promoted across East Africa. It should be the same thing, whatever language that is proposed in South Africa. That way we can all share many things across the continent. It is the way to begin. The reason why Europe is ahead of us is because of the common language they have. With a common language we are likely to achieve a number of things. view
  • 9 Oct 2018 in National Assembly: Therefore, this is a very important Report that we all need to embrace. Probably, it will assist us have that borderless community that will address the challenges we have such as unemployment. If we come together as a trading bloc in Africa, we will attract many investors from across boarder and hence solve most of the problems we face. I would like to urge that in future when Members come back they should present their report on time. The last time I The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report ... view
  • 9 Oct 2018 in National Assembly: checked, I was seeing the report very late. I only had to go through it half way. So, we need to have it on time so that we agree on the issues that have been raised. We also need to determine whether issues affecting Kenya have been captured in the Report. view
