  • 13 Nov 2018 in Senate: We also need to encourage county governments to be innovative in generating revenue. The philosophy of devolution is not that money will always move from the centre to the counties. There is a philosophical thinking that at some point, rich counties will be contributing money to the national Government. If you go to Australia, Western Australia gives more money to the national government than the reverse. We need to find a way of helping counties to know that when somebody paints Sen. Mwangi‘s shop in Nyandarua, the money that is given to Sen. Mwangi must be shared with the county ... view
  • 13 Nov 2018 in Senate: county governments. Since resources must follow functions, the talk of relooking at the Constitution should involve adjusting some of these functions back to the counties for the counties to deal with these matters. view
  • 13 Nov 2018 in Senate: There is a provision that the Senator for Narok County has been talking about on the licences that should take one full year. I agree that when one takes a site and they are businessmen who have projected to get some revenue, having a site for a month or two months is not good business. We should have it for a year but also go further and make sure that the county government shares the month to month changes of advertising material and revenue generated from that. Once you have paid the Kshs5,000 fees to the county government, you can ... view
  • 13 Nov 2018 in Senate: than Kshs100 billion. That kind of money will make a big difference in the management of our public affairs. As we enable the counties to generate revenue, Sen. Poghisio should also have some clauses that will have cross reference to other existing laws about accountability. How much money is being collected? We want a clause, in this Bill, where counties have to make returns, even if it is to the county assemblies, indicating the amount of money that they are collecting. This is because this will be a cash cow for well-placed persons in some counties. We do not want ... view
  • 16 Oct 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I also thank Sen. Mwaura for bringing this Petition. I was happy to see in the media that the Governor of the Central Bank of Kenya publishing that the Judiciary has finally decided on the cases that were impending the effecting of Article 231 of the Constitution in terms of currency. I agree that we need currency that is user friendly, even to persons with disabilities, especially those who are not able to see, because they get cheated here and there. Equally important is the CBK to print bank notes that have a longer ... view
  • 16 Oct 2018 in Senate: Mr. Temporary Speaker, Sir, I get concerned. It is not enough to read out an Order and then the Speaker directs that it is deferred. We need to be told where the Senators responsible for these Orders are because our primary duty is to this House and not anything else. When an Order appears on the Order Paper as an item for debate, whoever is responsible for that item has a fundamental duty to be in this House to prosecute their Motions, Bills, questions, statements or whatever they have. It should not just be a routine that when the Speaker ... view
  • 16 Oct 2018 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I know and appreciate that the responsibility of the Chair is not to ensure that Members are in the House because that is the duty of the Whips. However, it is the responsibility of the Speaker to rule out of order and, in fact, issue notices to show cause to a Member who sponsors a business and it is put on the Order Paper but they do not show up without any explanation of any nature. Some of us have left our offices to come here to make contributions to these ... view

  • 11 Oct 2018 in Senate: Mr. Deputy Speaker, Sir, I wish to thank you in a very special way for bringing this matter to the Floor of this House. The bus that rolled and killed, now confirmed, 58 Kenyans and many more are in critical condition, was travelling to Kakamega from Nairobi. I am aware that there is a family from Ingotse in Kakamega that lost six members of the same family. There is also a family from Shinyalu that lost three members of the same family and many others. This morning, I sent my deputy, Hon. (Dr.) Boni Khalwale to Kericho. He has been ... view
