  • 11 Oct 2018 in Senate: Mr. Temporary Speaker, Sir, I beg to move the following Motion:- AWARE that the Senate passed a Motion establishing an Ad Hoc Committee to conduct an inquiry into the challenges facing the maize sector in Kenya on Wednesday, 8th August, 2018; FURTHER AWARE that the Committee was required to table a Report to the Senate within 60 days from the date of establishment; CONCERNED that the duration accorded to the Committee will lapse on 13th October, 2018; REGRETTING, that due to the heavy workload, the Committee is yet to conclude its inquiry and requires more time; NOW THEREFORE, the Senate ... view
  • 11 Oct 2018 in Senate: Thank you, Mr. Temporary Speaker, Sir. I thank the Members for supporting the Motion. I want to give a firm assurance to the House that this Committee will do a job that is commensurate with the expectations and status of this House. We will streamline the The electronic version of the Senate Hansard Report is for information purposes view
  • 9 Oct 2018 in Senate: Mr. Speaker, Sir, thank you for an opportunity to contribute to this Bill. When I was discussing with the distinguished Senator for Kericho, he was noting the idea, and I expressed some mixed feelings about the need to legislate in this manner. However, reflecting on it, I think we need some form of regulation and order because some people have turned the plight of vulnerable groups in our communities into a booming business. There are people who set up homes for children just to do commercial work. There are also people who set up homes for older persons just to ... view
  • 3 Oct 2018 in Senate: On a point of order, Mr. Speaker, Sir. We want to listen to what the distinguished Senator for Vihiga County is saying, but the Senate Majority Leader is holding a kamukunji right in front of you and we are unable to hear what is going on. view
  • 3 Oct 2018 in Senate: Mr. Speaker, Sir, allow me to join you in welcoming the students and teachers from Napara Secondary School in my county. It is a school that I have a lot of respect for and attachment to. It is based in Bumula Constituency. I welcome all of them to the Senate to see what we do and speak here. I hope that, at break time, I will be able to see them out there. view
  • 3 Oct 2018 in Senate: On a point of order, Madam Temporary Chairperson. You announced that we had 27 votes. However, looking at the head count of Senators present, it is about 27, but we also have Senators here who are Members of delegations whose head of delegations are present. Therefore, we cannot possibly register 27 votes. This is a House of record and the accuracy of the record is what keeps the good name of this House. I ask for clarification. Sen. (Prof.) Kamar is the head of the Uasin Gishu County Delegation from where Sen. Chebeni is. Therefore if one is voting the ... view
  • 3 Oct 2018 in Senate: I just want to have my mind settled that we are doing the right thing. I know we are used to rigging elections but we want to have things right. view
  • 2 Oct 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I was going to start, if given a chance, to correct my distinguished sister that this is a Bill and not a Motion. Motion and Bill are not used interchangeably; they are different. view
  • 2 Oct 2018 in Senate: Mr. Deputy Speaker, Sir, I did not, in any way, mean to slight my distinguished colleague. It was just for the record because people will read what we say here many years down the line. The moment she has made the correction, the HANSARD will similarly be corrected. Everywhere she said “Motion” will read “Bill.” Mr. Deputy Speaker, Sir, I also stand to support this Bill. This Bill comes late in the day. It is one of the Bills that, probably, we should have legislated in the rundown to the first elections under the Constitution, 2010. Indeed, in the last ... view
  • 2 Oct 2018 in Senate: Mr. Deputy Speaker, Sir, you and I take responsibility because we were the leaders of the House. We opted to go the Committee way and many people, including this Chamber and around the country, were not satisfied with the outcome of the proceedings of the Committee. In fact, if you remember, the Senator for Murang’a County, who was then the Deputy Speaker, had very unkind words to say on the Floor of the House on the outcome of the process. The provisions of the law and the Standing Orders do not vest any powers in the House to overturn the ... view
