  • 31 Jul 2018 in Senate: What is the problem of Northern Kenya? The problems of Northern Kenya are multiple. Some brewed in Northern Kenya while others in and perfected in Nairobi City County. The confusion that there is at the Ministry of Education and the Teachers Service Commission (TSC) has not helped. There is total lack of coherence in terms of policy formulation and execution and complete obliviousness of the needs of the children of this country. • 31 Jul 2018 in Senate: The third issue is the issue of inadequacy of staffing. If you go to schools here in Nairobi, you will find teachers piling on teachers and some do not even have duties. • 25 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir, for giving me an opportunity to have a second bite at this very important Statement. I hope that this House will ventilate on this matter adequately so that the annals of history and the HANSARD can be there for all and sundry to read and understand. Yesterday, Mr. Speaker, Sir, I happened to listen to the proceedings of the National Assembly. In what appeared like a stage-managed debate, there was a terrible tirade against the Senate. The tirade was totally unnecessary and even not in keeping with the orderly proceedings of a House of Parliament. ... view
  • 24 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir, for giving me an opportunity to contribute to this Bill. Before I do so, I join you in welcoming the visiting students from both institutions and encourage them to learn what they can from this august House. I was carefully listening to the distinguished Senator for Isiolo County as she moved this Bill. I was eager to hear what has changed from the Bill that this House rejected. Absolutely nothing has changed. I expected that after this Bill was declined by this House, the Government side that is promoting the Bill would even have had ... view
  • 18 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir. I know Sen. Mary Seneta is a patriotic Kenyan and is never frivolous. I believe that she has brought this petition with a very clear mind that we are one indivisible nation called Kenya. Mr. Speaker, Sir, in the last Parliament, there was a crude attempt in Kiambu County to pass a local law to exclusively employ people from Kiambu in Kiambu. This Senate took a very strong view against it. As I support the petition to the extent that local people must not be ignored in employment; that the farms that make big money ... view

  • 12 Jul 2018 in Senate: Mr. Speaker, Sir, the more my distinguished colleague attempted to run away from what I said, the more he proved that that he is a tycoon. Employing 5,000 or 300 people is not a joke. How many Senators here employ even 20 people? You can see from my colleague’s body language that he is very excited that I called him a tycoon. Mr. Speaker, Sir, I was talking about those who play in big leagues. In this country, on road construction, there are very few contractors who play in the league that we are seeing the Chinese playing; maybe my ... view
  • 12 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir. If you go to Europe, you will find that a road that was constructed 100 years ago has never been reconstructed because it is routinely maintained. I am talking about maintenance. In Africa, and Kenya, in particular, maintenance, repairs are alien to our vocabulary. Mr. Speaker, Sir, in our own county, the road from Bungoma through Nalondo, Bokoli to Kimilili, since it was constructed, has never been maintained. It is now completely broken and torn and the only saviour would be to reconstruct it. We have a road from Lodwar to Kakuma. I used it ... view
