  • 28 Dec 2016 in Senate: I should be concluding, but I take exception to the Deputy Speaker saying that I am “purporting”. I am not “purporting”; I am talking to the House. view
  • 28 Dec 2016 in Senate: Mr. Speaker, Sir, I am a very good student of English, but let me put that aside. I want to say the next three things and sit down. First, I encourage the Committee of Sen. Wako and his team, and if you will find it necessary to add on the Committee on Information, Communication and Technology, to live to the billing of the expectations of the people of Kenya---. They should go and proceed without any blinkers of ethnicity, partisanship or, in any way possible, to derail the avenue to a peaceful election. Secondly, I want to urge the Committee ... view
  • 28 Dec 2016 in Senate: Mr. Speaker, Sir, we thank the distinguished Senator for Garissa for what he has said. However, you directed him and his Committee not to remove the police but to investigate and report to the House the circumstances under which the police were brought to cordon off Parliament. So, that onus cannot be discharged by the police moving away. How did they come in the first place? That is what the Chair directed the Chairperson of the Committee to investigate. I urge my brother, Sen. Haji, whom I know has nothing to do with what has happened out there, to relax, ... view
  • 28 Dec 2016 in Senate: On a point of order Mr. Speaker Sir. Standing Order No.90 is very clear, particularly 90(3) and (4). It states:- “It is out of order to use offensive or insulting language whether in respect of senators or other persons.” Nobody justifies a wrong but two wrongs do not make a right. When I heard the distinguished Senator say “bitches” I thought he meant beaches. I have since learnt that he used something different and we demand that under StandingOrder No.90, you cannot use derogatory language against a Member of this House or another House or a County Assembly without a ... view
  • 30 Nov 2016 in Senate: Mr. Temporary Speaker, Sir, I am not ‘another one.’ view
  • 30 Nov 2016 in Senate: The Temporary Speaker referred to me as ‘another one.’ Was it ‘another question’ or ‘another Senator’? view
  • 30 Nov 2016 in Senate: Mr. Temporary Speaker, Sir, I am sorry, but I think the rules apply to all of us. view
  • 30 Nov 2016 in Senate: Mr. Temporary Speaker, Sir, allow me to seek the following clarifications. In addition to what the distinguished Senator for Nyeri has raised, I have three or four questions to ask. First, we have no issues on the criteria to have two schools per county as a base. However, where is equity when a county as large as Kakamega County, with a population of over two million people, is given two national schools and another county, with a population of 110,000 people is also given two national schools? I thought the more rational approach would have been two schools basic for ... view
  • 30 Nov 2016 in Senate: I have visited these schools. There was no accountability for the Kshs25 million that they were given for a start. Half of the money was stolen by the boards. Nothing came up. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate view
  • 30 Nov 2016 in Senate: Thank you, Sir. I am seeking clarification. If you go to The Alliance Boys School, the residents of Kiambu County alongside the national streams have built a full stream to take children from the county. We have done the same in Friends School Kamusinga. Now, children from such places are taken to a place where he will be lucky if, at the end, he will even qualify to go to a diploma college. We want as you elevate schools to the national level, pump in money and give them all the facilities that they require. It is because “national” as ... view
