Mr. Speaker, Sir, I too join you in welcoming the neighbouring counties of Kakamega and Nandi that have sent a delegation to the Senate. I encourage them to pick as much as they possibly can, the best practices that this Senate is famous for, so that they can go and add value to their counties.

Mr. Temporary Speaker, Sir, I hope you will give me 10 minutes. I would have talked about Chief Justice Mutunga’s failings for the next 30 minutes. Justice Willy Mutunga was my teacher and close friend. When he was nominated to be appointed - the HANSARD will bear me out - I spoke in very positive and extravagant terms about him with great promise. The general rule of thumb is that when you are given a job to do, you must leave the institution you head better than you found it. As I congratulate the distinguished Senator for Kitui for his ...

Mr. Speaker, Sir, when the Jubilee Government came into power they extravagantly promised that in five years they were going to bring on-stream 5,000 megawatts of power. To date, three-and-a-half years down the line, from the public pronouncements we have been seeing and the launching of projects, they have brought on-stream less than 150 megawatts. Everytime we ask about power dips, outages and blackouts we are told that it is because of the weakness of the grid due to shortage of power. Mr. Speaker, Sir, before I make any comment, I thank each Senator who has shown interest in this Petition from Bungoma County. I salute the five courageous residents of Bungoma County who have filed this Petition. For ordinary citizens to come to this House and file a petition to highlight issues of corruption, it means that they have lost hope along the way, to the effect that the Directorate of Criminal Investigations (DCI), the EACC and all institutions of Government are not working. Mr. Speaker, Sir, Bungoma is the county with notoriety, where in the first year, the governor presented ...

On a point of order, Mr. Speaker, Sir. I want to beseech you that the interventions on this Petition were interrupted yesterday. We graciously allowed the interruptions to vote and we voted and we thank ourselves for doing so. For this afternoon, the aggregate time Boni Khalwale, Senator for Kakamega, has spent commenting on this Petition cannot be more than 10 minutes. Probably he has spent two minutes. The rest were interruptions from Sen. Sang who has since left. This is a petition of such immense importance that we would like you to subtract the interruptions from the 30 minutes ...
