  • 12 May 2015 in Senate: I meant Sen. Kiraitu. Mr. Temporary Speaker, Sir, everyday NIS officers are just churning out reports that Sang’s graft has gone high or low. As they do that, Al Shabaab are walking into our country the way you walk into a public market, killing our people and doing all manner of things. We have been told internally and externally that part of our security challenges is because of corruption. We must start by slaying the dragon. This is one step towards slaying the dragon of corruption. With those few remarks, I beg to second. view
  • 6 May 2015 in Senate: On a point of order, Mr. Speaker, Sir. A strict reading of the Standing Order under reference is very clear. It says that “the Senate shall meet” and not “shall start the procession” at 2.30 p.m. on Tuesday, Wednesday and Thursday. So, if usage has been taking over the Speaker’s office at 2.30 p.m. then we have been flouting this Standing Order. I used to sit in the Speaker’s panel in the Seventh Parliament. The bell always stopped ringing at three minutes to 2.30 p.m. to give the Speaker three minutes to walk from his office to the Chamber. That ... view
  • 5 May 2015 in Senate: Mr. Deputy Speaker, Sir, I am the one who raised this issue about a Senator who does something that is not grounded in any law called “stepping aside” and announcing publicly that he has left participation in the proceedings and sittings of the Senate. Indeed, since he did so, he has never stepped here; at least not in my presence. Even if he had not stepped aside – something unrecognizable in law – by now he should have lost his seat for not attending proceedings of the Senate. view
  • 5 May 2015 in Senate: Mr. Deputy Speaker, Sir, I am complementing what he said. view
  • 5 May 2015 in Senate: Mr. Deputy Speaker, Sir, let me conclude my point. If, indeed, it is true that the distinguished Senator for Nairobi County stepped aside and left attendance of the Senate, it so follows that Nairobi County has no delegation in this House. view

  • 5 May 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I am so sorry to interrupt my distinguished learned senior. Did you notice that as the distinguished Senator for Meru – who doubles as the king of Meru – was starting to move the Motion, contrary to the provisions of our Standing Orders where no more than one Member should be standing, the distinguished Senator for Mombasa was standing over there and doing this? view
