  • 5 May 2015 in Senate: Mr. Temporary Speaker, Sir, I beg to second this Bill. I wish to start by congratulating my distinguished learned senior, the Senator for Meru, for working on this Bill. In so doing, he has been quite consultative in sharing his ideas and vision with many of us. This Bill must be looked at within the context of the fact that just as law is dynamic, institutions are also dynamic. • 5 May 2015 in Senate: That was a very callous answer; that she does not know what you do and what you are. Do you believe that? I believe she voted for a Senator from the county she comes from. This kind of arrogance and demeaning attitude towards the Senate is what informs the fact that instead of living on the basis of benevolence from arrogant State officers, the Senate must take its own destiny, drive it and make its work effective. We are not doing this for this Senate; we are doing this for posterity. After Sen. Murungi, there will be another Senator in ... view
  • 5 May 2015 in Senate: Mr. Temporary Speaker, Sir, I am sure you must have noticed that when the distinguished Senator was walking in, he was walking using what we used to call the “academic angle” of inclination. • 30 Apr 2015 in Senate: Mr. Deputy Speaker, Sir, allow me to implore our distinguished colleagues – my elder brother, Sen. Haji, Sen. Billow, my very able deputy, Sen. Abdirahman and my dear daughter, Sen. Halima and all other Senators – that when this debate came to the Floor, the House was very thin on quorum. After Sen. (Dr.) Khalwale’s moving of the Motion, Sen. Hassan Omar responded very boisterously, strongly and effectively. He literally and uninterruptedly answered Sen. (Dr.) Khalwale on all matters that he found or felt were not true and offensive to him. Mr. Deputy Speaker, Sir, you were in the Chair ... view

  • 30 Apr 2015 in Senate: I am sorry, Mr. Deputy Speaker, Sir. Sen. Hassan was justifiably, I believe, emotional in his response and we listened to him in total silence. I want to urge my colleagues that two wrongs do not make a right. The electronic version of the Senate Hansard Report is for information purposes only. Wednesday 6th May 2015, the Senate will continue with the Business not concluded during Tuesday sitting and consider any other Business scheduled by the RBC. Thursday 7th May, 2015, the Senate will consider Bills at Second Reading, deliberate on pending Motions and any other Business scheduled by the RBC. • 29 Apr 2015 in Senate: Mr. Temporary Chairperson, Sir, I also join the distinguished Senators for Nyandarua and Nyamira and encourage my Vice Chairperson – because I am a Member of the Committee – to reconsider these clauses. First, this is a perfect highway for policemen to take bribes. All they will be doing is to raid bars and say: “You have more people than you are licensed”. Perhaps the gracious lady from her attire may not be a person who consumes alcohol. What happens is that every bar has peak hours and lean hours. So during peak hours, you will find that it has ... view
