  • 26 Nov 2014 in Senate: I thank you, Mr. Speaker, Sir, for allowing me to seek the following Statement from the Chairperson of the Committee of Education regarding universities funding in Kenya as espoused in the Universities Act, 2012. The Statement should:- (1) Elaborate on the total amount of funds the Government has distributed to the Universities in the Financial Years 2013/2014 and 2014/2015, through the Ministry of Education. (2) The number of students in each and every university that has benefitted from this Ministry’s funding for the Financial Years 2013/2014 and 2014/2015. (3) The formula used in sharing out the funds to the universities ... view

  • 26 Nov 2014 in Senate: Mr. Speaker, Sir, indeed, Sen. Hassan has written a letter. It was copied to you, my colleague Sen. (Prof.) Kindiki and me. This goes much further than the complaint the distinguished Senator is raising. If you reflect on the history of this country, you will find that when J.M. Kariuki stood on the Floor of the House and said his life was in danger, within a month he was not there. The distinguished Senator for Laikipia, who has been here much longer than anybody else, can bear me witness. When Tony Ndilinge stood in the National Assembly and said his ... view

  • 26 Nov 2014 in Senate: Thank you, Mr. Speaker, Sir. You have dealt with one limb of my concern in relation to Order No.19, which I was going to plead with you to bring forward, so that we dispose of it. Mr. Speaker, Sir, the second limb has to do with the responsibility for Bills. If a three-star Bill comes to the House, it means that it is a product of a Committee. Ownership and credit should be given to the Committee and not the individual or Chairperson of the Committee. So, a better way of designating the originator of the Bill should be done, ... view
  • 25 Nov 2014 in Senate: Mr. Speaker, Sir, obviously, the Mining Bill has arrived here because the National Assembly has acted under the pressure from this House and the entire country. There was outrage everywhere, including editorials in the leading dailies; that you cannot possibly talk about mining and natural resources without talking about counties. That is why that Bill has come here. There will be other Bills which they will still continue thinking that they do not concern counties when Article 110(3) is very clear. So, the Motion we passed here and the resolution that we have to challenge the constitutionality of those Bills ... view
  • 25 Nov 2014 in Senate: Mr. Speaker, Sir, I was not addressing the general House. I was addressing the Chair because you are the team leader of this House. To forestall any future unhealthy conduct by the National Assembly, we must go to court and prosecute our resolution, so that we are fortified in both law and fact under the Constitution. view
  • 25 Nov 2014 in Senate: Mr. Temporary Speaker, Sir, before I start seconding the Motion, I know we are all entitled to five minutes, but I want to seek your indulgence to give me ten minutes as I second this Motion. You have the discretion to do so. I want to salute the distinguished Senator for Mandera for bringing this Motion. Security in this country has become a matter of everybody’s concern. The Mandera massacre comes after a chain of other killings in this country; Mpeketoni, the Westgate Mall, Kapedo and many other places. Every time we have these incidents, we get very casual responses ... view
  • 25 Nov 2014 in Senate: Mr. Temporary Speaker, Sir, when we are talking about deaths of the nationals of this country, we are very serious. We do not want anybody at whatever level in Government or the hierarchy of this country, to play with the lives of Kenyans. You cannot tell us that you killed 100 Al Shabaab militants when there is no evidence to show that you did. Secondly--- view
