  • 19 Sep 2013 in Senate: Mr. Temporary Speaker, Sir, the distinguished Senator for Baringo County is not even listening. While the Senator is right, there is some authority everywhere that approves these constructions. Even those people who construct kiosks with cardboards and iron sheets normally get approvals from some authority. When these demolitions are done properly and in line with the law, some culpability must fall on some table somewhere. It should be incumbent upon the Government to surcharge the officers, departments or whichever authority that dupes members of the public by giving them authority which ought not to be given in the first place ... view
  • 18 Sep 2013 in Senate: Madam Temporary Speaker, I want to thank Sen. Lonyangapuo for bringing this Motion. I visited his county about two months ago. In a meeting with elders, the first thing that they asked me was how the Senate could help KPRs; exactly the same things that he said here. They listed all the positives from KPRs. Madam Temporary Speaker, in an ideal situation, the county would not list KPRs, like he did say, if we have sufficient police ratio in the country. If we had enough numbers of well trained, equipped and managed police officers, we would not need KPRs. But ... view
  • 18 Sep 2013 in Senate: Thank you, Mr. Speaker, Sir. The distinguished Senator for Busia was amused at the mastery of Kiswahili by Sen. view

  • 18 Sep 2013 in Senate: On a point of order, Mr. Temporary Speaker, Sir. This Motion that we have just concluded affects counties. After the Chair’s Communication, I believe that the logical next step is to put the Question. I request that like we did yesterday with the other Motion, we should schedule this Motion for a vote on Wednesday, next week, at 3.00 p.m., so that we can, alongside the other Motions that we have already scheduled, be able to vote on delegation basis, as is required under the Standing Orders. view
  • 18 Sep 2013 in Senate: On a point of order Mr. Temporary Speaker, Sir. This relates to what the distinguished Senator for Busia has requested the Chair to do which the Chair has no capacity to. The delegation to any Member of this House to vote is not predicated on the direction of the Chair. It is predicated on the convenience of the conduct of any particular delegation. There are some heads of delegations who instinctively may delegate, but others who selfishly may decide not to delegate and they are absolutely right in law under the Constitution and in fact. So, the Chair would be ... view
  • 17 Sep 2013 in Senate: Thank you, Mr. Speaker, Sir. I wish to seek a Statement from the Chair of the Committee on National Security and Foreign Relations under whose purview is internal or homeland security. The Statement I wish to seek relates to an incident in Bugoma County last night where armed thugs ambushed and shot a prominent lawyer, Peter Wanyonyi Wanyama, and fatally wounded him. In the statement, I wish the Chairman to: (1) Inform the House and the country what urgent steps are being taken to get to the root of this heinous crime. (2) Tell the House and the country why ... view

  • 17 Sep 2013 in Senate: Thank you, Mr. Speaker, Sir. I want to inform the good Professor that, in fact, after that horrendous act at Bungoma Hospital, now the medics at the hospital have banned patients from entering the hospital with any mobile phones or electrical gadgets because a mobile phone was used to record the misconduct that brought their misdeeds to the public. view
