Speaker of the National Assembly in the 13th Parliament.
He was the Bungoma Senator (2013 - 2022; Leader of Minority in the Senate (2013 - 2017)
By virtue of his position as co-principal in NASA he was retained as Minority Leader in the 12th Parliament but later replaced by his Siaya counterpart after 19 senators who attended Nasa's Parliamentary Group meeting at Parliament Buildings in Nairobi unanimously voted to replace him with Senator James Orengo on 15th March, 2018.

Mr. Speaker, Sir, thank you for the opportunity to speak and also congratulate my learned friend, the Minister for Finance, for the good job that he is doing in bringing to Parliament timely issues and adequately explaining and convincing the House and country that he is doing his work openly and to the satisfaction of many. Mr. Speaker, Sir, as I support this Supplementary Appropriation Bill, I want to encourage that we remain steadfast and committed to devolution. I know that the Minister has indicated that there is Kshs10 billion allocated towards the devolved government system. It is not enough ...

Mr. Deputy Speaker, Sir, thank you for the opportunity to support the Motion. Mr. Deputy Speaker, Sir, world over, all governments operate by borrowing; borrowing internally, borrowing externally and luckily for this country, what the Minister is asking for is to expand the borrowing ceiling. But he cannot spend that money without the approval of this House. So, it is not an issue that we should worry about, that we are giving him a carte blanche for him to spend money that this House has not approved. Mr. Deputy Speaker, Sir, you may recall, as hon. Anyang’-Nyong’o said, in the ...

Mr. Deputy Speaker, Sir, to some of us sugar growing is like camels to you where you come from. I represent sugar farmers. In seconding this Motion and supporting it fully, I know the pain that farmers in the sugar sector have gone through in this country. Some of the good reasons that my learned friend has given are valid; some are excuses but we must make a decision. Mr. Deputy Speaker, Sir, we have always operated under the nightmare of COMESA sugar. Our sugar factories are owned by the Government. The Government is presumed to be inefficient. They borrowed ...

Mr. Speaker, Sir, when we were in this House in the Seventh Parliament, one day when the President was on the Floor and an hon. Member from across the Floor heckled him, he just said: “Obviously that man does not belong here.”

That is the kind of Parliament we are expected to have without hecklers – people with dignity.

Mr. Speaker, Sir, finally, I think the best summation of the President and his conduct was recently given by the President of Tanzania, Jakaya Kikwete. He told the President and I quote in Kiswahili: “Mr. President, I like your style. Watu wanasema maneno mengi na wewe unanyamaza tu. Hiyo ndio staili mimi napenda na Wakenya wanasema maneno zaidi. Endelea kunyamaza na kuwaongoza.”

I think that was one of the best summations from your brother Kikwete on what you have been. On behalf of the people of Sirisia, Bungoma County, I also wish you well in your retirement and I hope that in the remaining period for all the work you have done for this country and the support you have enjoyed, you will take an opportunity to visit the former eight provinces and say kwaheri to the people of this country.

Mr. Speaker, Sir, I also want to add my voice to your very kind and measured words about Mr. Gichohi. I came to this House in the Seventh Parliament and I found Mr. Gichohi here and worked with him very well, particularly in the CPA activities where through his support and guidance, I rose to serve on the international committee of the CPA. In the Seventh Parliament, I also sat on the Speaker’s Panel and Mr. Gichohi was a very valuable advisor on procedure and Standing Orders of this House. The change in the Standing Orders of this House that ...

As he retires, I want to go on record to wish him well. He still looks very energetic and youthful. He is the sort of person who if political parties were to find favour, would give him a promotion upstairs to the new House of the Senate to continue providing valuable service, but politics being what it is, I wish you well Mr. Gichohi as you go to your next call of duty. We will continue requiring you here for advice or any other valuable contribution that you can make. Your book on procedure, which I have read is a ...
