  • 20 Sep 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I also oppose the amendment for the reason that we cannot invite persons or organizations that were going to regulate to “sit” on the regulation and regulate themselves. There will be an obvious conflict of interest and I urge Mr. Keter to withdraw the amendment. view
  • 20 Sep 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I want to urge the Chairman of the Committee to reconsider his amendment. Indeed, the foundation of this Bill is in Clause 8. That is the basis of this Bill. If we are going to allow health workers to receive gifts and financial assistance, then it defeats the entire purpose of bringing this Bill to do what we want to do. Secondly, the Minister should also have considered the issue. Putting together a health worker and a proprietor is a miss-match because a proprietor is probably a business person. A business person will definitely promote ... view
  • 20 Sep 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, is it in order for the hon. C. Kilonzo and the Deputy Speaker to derail debate and start engaging in triviality? view
  • 20 Sep 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I oppose this amendment. A health worker has no business accepting gifts of whatever nature from a manufacturer or a distributor of the very products that this Bill is trying to limit. It does not matter the nature of the gift. It should not be allowed at all because it is tantamount and susceptible to abuse. I oppose. view
  • 11 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in arriving at this Bill, amending the Sugar Act, we did hold a workshop and went through the proposals. I think if properly passed by this House and implemented, we will make the sugar industry more responsive, organized and be able to support the farmer. I want to laud the Minister for bringing this Bill so that it can address the chaotic situation that we have witnessed in the sugar industry. We have witnessed chaos in harvesting, zoning and management of funds. This chaos impacted very negatively on the cane farmer. One third of my ... view

  • 29 Aug 2012 in National Assembly: I have no idea where my colleague is. I want to be honest. I have just walked in and I do not know where the Minister is. All that I can do, in terms of collective responsibility, is to tender an apology to the Chair and to the House for the absence of the Minister and request that the Question be, perhaps, put aside for round two, or if the Chair so desires, defer it to tomorrow. I will communicate with the Minister and the Leader of Government Business. view
