  • 26 Aug 2009 in National Assembly: Mr. Speaker, Sir, previously, the excited young soldiers of SPLA, in fact, had harassed Prof. Saitoti when he visited the area. This time round, hon. Kajwang and hon. Munyes were, in fact, being escorted by members of the Kenyan Armed Forces when those young men surrounded them and cocked their guns. As responsible Ministers of this Government and as good neighbours to Sudan, the Ministers did the right thing by restraining the Army men who were escorting them from engaging the SPLA soldiers. We need peace with our neighbours and even under extreme provocation, it is not worth anything to ... view
  • 26 Aug 2009 in National Assembly: Mr. Speaker, Sir, the Rtd. Major (Dr.) Eseli seems to know more about the retirements in the Army than I, perhaps, do. However, I can assure this House and the country that our Government and our Military are not weak. They are view
  • 26 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to support the submission of the Attorney-General that this being a Budgetary matter, whatever we put forward must reflect our intention and Votes, Heads, Sub-votes and Sub-heads are not put in the Budget for nothing. Pleadings form a fundamental part of your case. I want to urge the Chair to find the Motion incompetent on the basis of misjointer and misquotation of the Vote Heads and disallow it. view
  • 12 Aug 2009 in National Assembly: Madam Temporary Deputy Speaker, looking at the figure given to this Ministry, one would inevitably think that it is too small. Again, we have to understand that the envelope from which it is drawn is equally small. So, we can only get from what we have and we must operate within our capacity. As I support this Motion, I want just to say a few things. The Ministry of Industrialization is very critical in the development and evolution of the economic development and well-being of this country or any country for that matter. view
  • 12 Aug 2009 in National Assembly: Madam Temporary Deputy Speaker, this is a Ministry whose mandate includes formulating industrialization policy. It is cross-cutting and it will touch many other Ministries. I hope and believe that in their operations, this Ministry will develop sufficient capacity to influence the thinking, planning and the operations of key Ministries that are critical to industrialization. To industrialize today, one does not need to invent anything. Indeed, as late-comers to this industrialization programme, we have the easiest of things. We are not going to invent the lead machine, the wheel, the concrete mixers or anything. The technology is there and is available. ... view
  • 12 Aug 2009 in National Assembly: Madam Temporary Deputy Speaker, the other issue is energy. This Ministry must influence the thinking and direction of the Ministry of Energy to make sure that we have adequate energy in the country. view
  • 12 Aug 2009 in National Assembly: The other issue is water. You cannot industrialize without water. view
  • 12 Aug 2009 in National Assembly: Time up! I was just at the preliminary stage of my speech but I beg to support. view
  • 18 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, the Petition that has been presented before this House is incompetent and you should direct that it be struck off. Standing Order No.207(5) says:- view
