  • 28 Aug 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the learned young man right and in order to draw an analogy and equate the illustrious Ministry of Foreign Affairs with a troubled marriage? view
  • 28 Aug 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Do we have any Member of Parliament called "gender"? view
  • 23 Aug 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for allowing me to also contribute to this Bill. Mr. Temporary Deputy Speaker, Sir, I will start by dealing with the issue of the Evidence Act on page 1331. The HANSARD will bear me out that in 1996, the Attorney-General, as he was and as he is still today, brought here a similar Bill. We cautioned that the amendment he was proposing at that time to the Evidence Act was dangerous, unacceptable and was going to compromise the administration of justice. At that time, I said that confessions are a very delicate issue ... view
  • 23 Aug 2007 in National Assembly: I do not believe so, because I know him very well. I have known him since I was in high school. I cannot believe that the Attorney-General is bestowing authority and power to the Commission to place assets and properties of people under receivership, without due process. This is unacceptable. They can put peoples' properties under receivership, but let them go to court and secure court orders. Every Kenyan has the right of access to courts of law, protection of the court and organs of administration of justice, including fight for corruption must also operate within the expectations of the ... view
  • 23 Aug 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I need your guidance. I thought the rules of debate here are that we address the Chair, and the hon. Kajwang was addressing the Chair. view
  • 22 Aug 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to support this Motion. Mr. Temporary Deputy Speaker, Sir, I would like to congratulate Mr. Angwenyi for bringing an important Motion that forms a basis of what many of us have been saying over and over. Mr. Temporary Deputy Speaker, Sir, the free primary education that we are giving to Kenyans is something that everybody lauds. It is something that everybody is happy about. It is something that Kenyans are benefitting from. I think there has been some policy lapse somewhere, because primary education does not ... view
  • 22 Aug 2007 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me an opportunity to contribute to this very critical Vote. The Ministry of Water and Irrigation, like water itself, is our lifeline. Through the activities of this Ministry, Kenyans have great expectation in their wish and desire to get clean water. I want to congratulate the Minister and his entire staff, because this is a Ministry that in the old days used to be like a Siberia, where the unwanted people were posted. But now it has become the cornerstone of our activities in the operations of the Government and economy of the ... view
  • 22 Aug 2007 in National Assembly: . Mr. Speaker, Sir, last but not least, I want to urge the Ministry to go beyond the traditional irrigation areas, and set up micro-irrigation schemes in areas where we can even irrigate vegetable gardens from existing dams, by giving us not just the money, but the technical know-how to villagers who can benefit from the available technology on irrigation. Mr. Speaker, Sir, I want to, once again, laud the role and work being done by this Ministry. It is visible. We can all see that they are doing a good job. But they can do even better. With those ... view
  • 21 Aug 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is Prof. Olweny in order to force you to listen to him? He is ordering you to be attentive to him! view
  • 15 Aug 2007 in National Assembly: Thank you, Mr. Speaker, Sir. Yesterday, the hon. Kabogo, MP for Juja, asked my Ministry to issue a Ministerial Statement regarding the murder of three Kenyans in the United States of America (USA). Mr. Speaker, Sir, on 30th July, 2007, three Kenyan nationals namely, Mrs. Jane Kuria and her two daughters, Isabel and Annabel, were brutally murdered by unknown assailants in Atlanta, Georgia. Two other Kenyans; P.K. Thande and Jeremy Thuita survived the attack and were hospitalised in critical condition. Mr. Jeremy Thuita has since been released from hospital and Mr. Thande just left the Intensive Care Unit (ICU) and ... view
