  • 1 Aug 2007 in National Assembly: I am sure Mr. Ahenda has the answer and it is not in his Motion. Since this is a popular Motion, I am sure there are many colleagues who also want to contribute. With those few remarks, I beg to oppose the Motion. view
  • 1 Aug 2007 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Did you see Mr. Wamwere? He just walked across the Floor without bowing to the Chair. view
  • 1 Aug 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. You heard my good friend, Mr. Ahenda, say that I led a choir here to oppose his Motion. We do not conduct choirs here. I simply debated his Motion in the light of August 1, 2007 PARLIAMENTARY DEBATES 2899 the law as it is and the public mood in this country. view
  • 18 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, on 23rd May, 2007, Mr. M'Mukindia asked for a Ministerial Statement concerning alleged attacks on Kenyans visiting South Africa. I would like to state as follows. The Ministry of Foreign Affairs joins the hon. Members of Parliament and all Kenyans in expressing concern over the increasing incidents of attacks on Kenyans visiting South Africa. The Minister has expressed this concern to the South African Government, through its High Commission in Nairobi, with a request for necessary action on reports lodged on the attacks. The South African High Commission has assured us that investigations have been launched, ... view
  • 18 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, there is also concern among the diplomatic corps resident in South Africa over this increased insecurity. Attacks targeting diplomats are reported every month with, at least, nine violent cases recorded since January, 1997. According to information released on 3rd July, 2007 by the Minister for Safety and Security in South Africa, the crime situation in that country is at its worst, with violent crime increasing by 52 per cent for the last one year. It is estimated that about 50 murders, 148 rapes and nearly 700 serious assaults are committed every day in South Africa. Pending ... view
  • 18 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, in South Africa itself, crime has increased by 52 per cent in the last one year. There have been estimated 50 murders, 148 rapes and nearly 700 serious assaults committed every day. It is definitely frightening to anybody. We have spoken to the Ministry of Foreign Affairs in South Africa and our mission there as well. First of all, we would like to advise all Kenyans going to South Africa, for whatever business, to avoid night flights. That is because the risks of attacks are more imminent. Secondly, to our colleagues who go to the Pan ... view

  • 11 Jul 2007 in National Assembly: Thank you, Mr. Speaker. It is exactly for those reasons that I have sympathies for him. Mr. Speaker, Sir, I stand to support this Vote. In so doing, I would like to say that the Ministry of State for Administration and National Security has been grossly under-funded. As Maj- Gen. Nkaisserry said yesterday, this Ministry is the nerve centre of the Government. view
  • 11 Jul 2007 in National Assembly: Everything everywhere in this country revolves and rotates around this Ministry. Of late, for the last one or so years, this country has witnessed literally run-away crime. The body count we are witnessing in this country is frighteningly unacceptable. It is a bother to many of us. Mr. Temporary Deputy Speaker, Sir, those of us who have the opportunity to travel all the time in the representation of our country and Government are now facing a lot of questions from all over, about the state of security in our country. It is for this reason that I would have loved ... view
