Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to contribute to this Budget Speech. I want to start by informing my young colleague who has just left the Floor that the identity of a vehicle is a logbook and not a road licence. So, when he says that the removal of road licences is distorting the identity of vehicles---

Not at all, Mr. Temporary Deputy Speaker, Sir! I am sufficiently informed. Mr. Temporary Deputy Speaker, Sir, this was a good Budget. It addressed many issues. In our debate, I think we can enrich it even more. We can get the Minister, when he brings his Finance Bill, to improve the Budget from our contributions. The culture of impunity and indifference to matters of national importance has to come to an end. While the deportation of these two Armenians, on the face of it, is legal under the Immigration Act, but when ...

Thank you very much, Mr. Deputy Speaker, Sir. This Bill is long overdue. We have been moving backwards and forwards on the legislation on HIV/AIDS. I congratulate the Minister for finally bringing the Bill to the Floor of this House. As you know, this is the third legislation since Independence, that seeks to bring a legal framework on the prevention of a disease or a combination of diseases. The only previous laws are the Public Health Act, Cap.242 of the Laws of Kenya and Malaria Prevention Act, Cap.246. Mr. Deputy Speaker, Sir, HIV/AIDS is a scourge that, each and everyone ...
