On the one hand, he said he is not aware and on the other he went on to enumerate the problems that police stations are facing. In his answer, he addressed the levels of the PPOs and OCPDs. Mr. Deputy Speaker, Sir, there seems to be a problem with the way legislation moves; right from the drafting stage up to when it comes to Parliament. If the Assistant Minister has already acknowledged, and they know the dire need of this legislation and some people have already worked on the draft, why is it taking too long for the relevant arm of the Government to bring this legislation? They know that this issue needs to be addressed now!

(a) Could the Minister confirm that a sum of Kshs200 million has been released by the Government to pay arrears owed to pyrethrum farmers? Mr. Deputy Speaker, Sir, immediately the Government announced that this time round they were going to clear the debt owed to the pyrethrum farmers, there were people moving around the farming areas trying to authenticate how many farmers were owed money, and how much was owed to them by the PBK. Mr. Speaker, Sir, I do not know the value of these trophies. If you listen to the answer that has been given by the Assistant Minister, it seems like the trophies are already lost. The theft took place sometimes in February. We are now in July and the Government is still talking about investigations. The Assistant Minister talked about punishment. Could he enlighten us on whether there is hope of recovering these trophies because almost five months have passed. They are now talking about punishment instead of recovery.
