Mr. Temporary Deputy Speaker, Sir, police investigation has become complicated over the years. The Police Department has been yearning to be equipped with laboratories that would be used to do DNA testing and such kind of scientific investigations. The Assistant Minister is talking of the last Financial Year 2006/2007. I, therefore, would like to know when they will provide this forensic laboratory. Mr. Temporary Deputy Speaker, Sir, the Assistant Minister is obviously not telling the truth. We are in the Financial Year 2007/2008. If you look at the answer, it is based on the Financial Year 2006/2007. The amount that was earmarked earlier was more than what is given in this answer. He knows which kind of equipment we are talking about. It is are not the one itemised in the answer. This is very important. Mr. Temporary Deputy Speaker, Sir, could the Assistant Minister tell us when they will provide the equipment? The police officers want them. By now they should have provided for it because he is dealing with a financial year that has already passed.

Mr. Temporary Deputy Speaker, Sir, I come from an area which hosts the Mau Forest. As much as the Vice-President and Minister for Home Affairs is saying that something is being done, there is a lot of land that has been left idle for the last seven years. Trees have not been planted. This is a very important Ministry and we have been talking about increasing the forest cover. But the Ministry is doing nothing about the planting of trees. When will they move from their offices and go to plant trees? That is what is important!

Mr. Temporary Deputy Speaker, Sir, District Land Tribunals were established because it was alleged that the courts were corrupt, and that they were aiding the rich people in handling land issues. What is now happening is that all the decisions that the land tribunals are making are being challenged in court. So, we end up going back to the courts. In view of the fact that the land tribunals have failed, given that after they make decisions, those decisions are overturned by the High Court, could the Assistant Minister consider abolishing these tribunals, so that we can go back to ...

Mr. Temporary Deputy Speaker, Sir, I have not asked my question! What I am saying is, in view of the fact that it has been shown that the Government is not able to pay these people, and given the fact that if those people are not paid, they are bound to be corrupted, could the Assistant Minister consider reverting to the old procedure? Corruption has now gone into the land tribunals because the Ministry is not paying the people who sit in those tribunals their allowances.

Mr. Temporary Deputy Speaker, Sir, I am happy to hear that the Ministry is doing something about the employment problems within the local authorities. Molo County Council unilaterally dismissed some officers without following the right procedures. Over the years, we have had head counts in various local authorities, including Nairobi City Council (NCC). We have officers who have been defrauding this country by employing ghost workers. Could the Assistant Minister tell us what the Ministry is doing to either take those officers who are irregularly employing ghost workers to court or to surcharge them?

Every week such Questions are asked on the Floor of the House, they take a lot of our time. Could the Government consider opening a customer care desk to deal with such matters, so that we able to deal with other these issues? We have so many of these questions coming from the constituencies.
