Mr. Temporary Deputy Speaker, Sir, I have noted this and I would take this into account. Indeed, some of the concerns will also be taken care of in the Devolution Bill which is also coming. Whereas we have focused here on the Urban areas and Cities, the primary responsibility of ensuring that there is planned growth in the entire county will still vest with the county government. We will make sure that that is taken care of.

Mr. Temporary Deputy Speaker, Sir, I also want to highlight that municipalities and cities will not just borrow recklessly because, again, they are accountable to the county government. So, again, we will seal any loopholes that are there. I would like Members to just appreciate one thing that we have 47 Counties. We need to give the county governments some measure of flexibility. Whereas we may find we have lawyers and planners in Mombasa, we may not necessarily have lawyers and planners in another part of the country. Mr. Temporary Deputy Speaker, Sir, I also want to state here that financial provisions that were touched on by hon. Mbadi are not fully exhausted here. This is because, again, when we bring the aspect of Public Finance Management Bill, the more detailed financial provisions regarding county governments are also captured in it. So, we will have an opportunity to, again, revisit this area and make sure we have sealed those loopholes.

In fact, it is proposed that we may need to have some transitional authority within the framework of this devolved situation to help us manage some of these issues of assets and liabilities.

Mr. Speaker, Sir, I beg to reply. (a) The development of Kabati Market in Kitui County is on schedule. Works commenced on 8th April, 2010 and are due for completion on 9th October, 2011. That is a contract period of 18 months. To date, the period lapsed is 11 months. There is an outstanding balance of seven months and we expect the works to be completed on schedule.

Mr. Speaker, Sir, (b) The amount of money allocated to the project was Kshs67,180,833. So far, two interim certificates have been honoured totalling to an amount of Kshs29.8 million; that is, 44 per cent of the contract sum.

Mr. Speaker, Sir, I wish to confirm that the completion date is 9th of October, and we expect no less from the contractor because the contract period was for 18 months. As we speak today, there are a few months to go for him to complete the work. If the contractor defaults on this, there are, of course, the necessary penalties that go with it. But we expect him to complete his work by 9th October.
