I just want to state that by enacting this Bill, the intention is not to increase any bureaucracy in the process of registration, but to refine these processes and make them more efficient and user friendly for those who intend to go into business or form associations of this nature.

(a) I am aware that the Municipal Council of Kisumu is in the process of employing 90 employees in order to fill the approved vacant posts in the staff establishment. All the necessary procedures have been followed, which include budgetary provision, adoption of Council resolutions, Ministerial approval and advertisement for the 90 posts. With regard to the Kisii Municipal Council that the Member has talked about, I want to re-assure the House that we have sent a special team to look at it because we have also been informed that there have been very many irregularities that relate to the council. He waited for the council to be dissolved and then he went on a rampage to employ people on his own volition. It is really unfortunate, but I would like to state that a number of these employees, who had been irregularly recruited, have gone to court and that matter is the subject of a court process. As the evidence unravels even more, more stringent measures can be taken against any individual officer who will be seen to have deliberately flouted the rules.
