Mr. Speaker, Sir, when I say that the dues will be settled, I really do not have to pronounce my title. I am very clear that when I say that the dues will be settled, that communication will go to the respective councils to make sure that their dues are given as required and accurately.

Thank you, Mr. Speaker, Sir. As I extend the term of councillors, I will make sure that I clean up the system, so that there are no excess councillors nominated anywhere. The problem we had earlier which is known to this House and part of the litigation process is what led to some confusion, and in some instances, you find that you had excess councilors. However, this is now being cleaned out. On the public officers, I did not appoint my friends. I wish I had an opportunity to have many friends nominated. Mr. Speaker, Sir, the Gigiri fire station plot was allocated to the then Nairobi City Commission in 1990 and later in the year, the said Commission allocated it to a private developer, Mr. Simon Mukula for commercial use. In 1995, the then task force appointed to run the City Council of Nairobi (CCN) allocated the same land to a Mr. Pargi Modi. Unfortunately, there are no clear records to inform on the circumstances ...
