  • 31 Jul 2012 in National Assembly: Mr. Speaker, Sir, apart from the matatus, I think the Kenyan public itself has a problem; you will find that a Kenyan will stand where there is no bus stop, but is near to his house to wait for a matatu to pick him up. Can the Assistant Minister consider bringing a law here to punish passengers who do not go to bus stops? view
  • 21 Jun 2012 in National Assembly: Mr. Speaker, Sir, I also want to take this opportunity to thank Mr. Ekwee Ethuro for bringing this matter to the Floor early enough. Oil has been a curse in many parts of the world and people who sit on the oil or where oil is discovered end up being extremely poor. Therefore, we need to know well in advance the Turkana who have been marginalized for a long time; famine and all these ills that have afflicted Turkana, when the oil is eventually commercially produced, the people of Turkana are benefiting so that it is not a curse to ... view
  • 23 May 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Member for Kimilili has been very categorical. When the incident took place, the entire community believed that the DC had played a role. The hon. Member has asked whether or not that DC is still serving in Sirisia. Could he, please, just answer the question? This is because if he is still there, then obviously, he has completely lost the public’s faith in him. view
  • 23 May 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I think the Minister is honestly taking the House for granted. He says if a life was lost he would have known. It was not just one life, but many lives were lost during that period. Personally, I went and talked to the Provincial Criminal Investigation Officer (PCIO) and gave them information about what was happening. The security forces were pursuing the journalist that had exposed this matter. He would even have been arrested if I was not in his car. All these things happened. So, why is he pretending that ... view
  • 23 May 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I just want your guidance because the Question was about the lives lost in Namang’ofulo and now we have digressed and gone to Nyatike. So, we are going to lose out on a very serious matter. view
  • 14 Mar 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. As the Assistant Minister comes to answer the Question - you asked him why he should transfer a problem - I would want him to explain to the House why the policemen are causing insecurity in one place and he transfers them. Is he not transferring a problem to another area? view
  • 13 Mar 2012 in National Assembly: That is okay, Mr. Speaker, Sir. I heard the Assistant Minister categorically say that there is fertilizer in the North Rift. I want to tell him that, as of this morning, there was no fertilizer in Kitale and he can check that. So, I want him to tell the House why there is that crisis. Do they not have a plan? They know when the planting season is coming! So should the farmers be left in a situation where they are always in a state of crisis fighting to find fertilizer? In fact, during the reign of Mr. Samoei, there ... view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, the surest way to ensure food security is to have a strong and thriving farming community. To have a strong and thriving farming community, we must ensure that farming is profitable. In this country, the farmer has no friend in the Government. The farmer has to pay dearly for farming inputs when they are available. Sometimes, even those inputs are not available. Only the other day, farmers went on strike in Narok asking for farming inputs. It is not about importation and all that, but we should ensure that we produce locally. That is why some countries ... view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, I beg to move:- THAT, the Motion be amended as follows:- “By deleting the recommendation of the Committee on Webuye Constituency on page 8 of the Corrigendum and retaining the Report of the IEBC which was arrived at after conclusive negotiations by the people of Webuye.” view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, this amendment is basically saying that we delete the recommendation of the Committee under the Corrigendum, page 8. The import of this is that the IEBC did a good job. In fact, whatever the IEBC gave is as per the recommendation by the community. In fact, in Webuye, we spent two days negotiating and have a signed document. Hon. Sambu, myself and other members of the community signed the document and IEBC followed it. Therefore, there is no need to ask them to reopen the matter. view
