Chapter Six of the Constitution is not suspended; so, we cannot say to leaders that they can continue stealing for the time being while we wait for legislation. Could the Assistant Minister prioritize this legislation that he is talking about and which surrounds Chapter Six, so that we can pass them even before Christmas to ensure that the country is on the right footing in terms of integrity issues? view

As our Vice-Chairman has ably indicated, when the name of Morris Oduor was brought to us, we were keen to see whether the proper process had taken place and as a Committee, we were absolutely satisfied that due process had taken place. (a) Is the Minister aware that maize farmers in Western Kenya, particularly in Bungoma County, are selling their produce to brokers at Kshs.800 per bag due to failure to open the National Cereals and Produce Board (NCPB) depots? (b) When will the Government re-open the depots and commence purchasing the produce? (c) What measures is the Government taking to avert the farmers’ burden caused by the steep rise in the price of diesel? view
  • 13 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, the answer is extremely disappointing and frustrating. The answer shows that this Government has no interest, whatsoever in the farmers. All over the world, the governments protects their producers. In the case of maize, we are now being told the NCPB will be opening to buy maize at Kshs1,500 per bag of 90 kilogrammes and yet, the Government is allowing the producers of maize to sell at Kshs800 per bag because of a liberalized situation. view
