  • 2 Feb 2011 in National Assembly: Mr. Speaker, Sir, I had a chance to peruse through the documents and to my pleasant surprise--- In the past there has been a ping pong game between the KACC and the Attorney-General. They have been accusing each other of not doing this and that. However, it would appear that since Prof. Lumumba became the Director of KACC, he has been agreeing on many cases with the Attorney-General. So, with regard to the Report that we have, they have agreed almost 100 per cent. The Attorney-General said that the reasons for returning some of the files are contained in the ... view
  • 2 Feb 2011 in National Assembly: Mr. Speaker, Sir, to successfully prosecute corruption cases is not an easy job. Part of the problem that we have had is that the KACC investigates while the office of the Attorney-General prosecutes. The people who have all the facts are at the KACC. Now that the Attorney-General is actually retiring, could he consider giving more powers to the Commission, so that it can prosecute? Prosecutorial powers should be given to the Commission because it is the one that investigates cases and is the only one that can best prosecute. view
  • 16 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I had sought a Statement from the Prime Minister on the police brutality at Kamukunji meted on hon. Wamalwa. The Prime Minister was not here, but the Vice-President and Minister for Home Affairs and the Leader of Government Business promised that the Prime Minister will issue a Statement as soon as he comes. Now he is here. view
  • 16 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, we were told that the Prime Minister is the supervisor of all Government Ministries. view
  • 15 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, what happened to hon. Waititu is similar to what happened to hon. Wamalwa. It is becoming a habit of the police. If the answers are not given immediately and the order given to the police to stop manhandling hon. Members, it is going to continue. So, Mr. Deputy Speaker, Sir, it is important that this Statement is brought tomorrow. view
  • 14 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Prime Minister, as the Supervisor of Government, on why the police brutally dispersed a rally organized by Saboti MP, Mr. Wamalwa, on Monday, 13th December at the Kamukunji Grounds. In the Statement, I want him to clarify the following:- (a) Has the Bill of Rights in the Constitution, which ensures the freedom of assembly and expression been suspended? view
  • 8 Dec 2010 in National Assembly: asked the Minister for Justice, National Cohesion and Constitutional Affairs what the Government is doing to ensure compliance with Chapter Six of the Constitution on Leadership and Integrity, particularly Article 76 (2) (a) on financial probity of State Officers, which stipulates that a State Officer shall not maintain a bank account outside Kenya, except in accordance with an Act of Parliament, and Article 77 on restrictions on activities of State Officers? view
  • 8 Dec 2010 in National Assembly: Mr. Speaker, Sir, this Question is on Chapter Six of the Constitution, a chapter which has not been suspended at all. The reason why I have asked this Question is so that impunity that has existed in this country since Independence is checked. The new Constitution seems to be a new forest, but the monkeys seem to be the same in the new forest to continue with the impunity. view
  • 8 Dec 2010 in National Assembly: Mr. Speaker, Sir, you have heard the Assistant Minister talk of workshops and seminars on a chapter that has not been suspended. How soon can we ensure that this Chapter is going to be complied with? view
  • 8 Dec 2010 in National Assembly: Mr. Speaker, Sir, on Article 77, the Assistant Minister knows who are the Ministers holding political positions. Why can he, as he waits to do other things, ask these particular Ministers, in fact, to relinquish their positions in political parties as a sign of goodwill that the Government is committed to taking action? view
